Abstract

The meeting between two types of road transportation infrastructure with railways is one form of meeting that can cause problems. One example of the problem of crossing the meeting between two types of transportation infrastructure is on Jalan Jembatan Halimun, Central Jakarta. As a result of this condition, it is necessary to conduct an analysis of the effect of closing the railroad crossing on road performance using the greenshield, greenberg, and underwood models to determine the relationship between volume, speed and density with the shockwave method to determine the length of the queue and the length of the delay and using the MKJI 1997 guidelines to determine road capacity. Therefore, congestion on this road often occurs especially during working hours such as morning and evening. From the results of the analysis recapitulation, a mathematical relationship was obtained between volume, speed and density with the three models, namely using the greenshield model to determine the relationship between volume, speed and density and with the shockwave method to determine the length of the queue and the length of the delay and using the MKJI 1997 guidelines to determine road capacity. With the shockwave method calculation, the maximum queue length on Jalan Jembatan Halimun, Central Jakarta was obtained as 1.129 km in the North direction and 1.056 km in the South direction and the maximum delay value was 2095.6 seconds in the North direction and 1610.21 seconds in the South direction. Based on PM 96 of 2015, the level of road service (Level of Service) in the south and north directions is included in the E classification. Keywords: Level Crossing, Traffic Performance, Queue, Delay, Shockwave Method, Greenshield Pertemuan antara dua jenis prasarana transportasi jalan raya dengan rel kereta api merupakan salah satu bentuk pertemuan yang dapat menimbulkan masalah. Salah satu contoh dari permasalahan perlintasan pertemuan antara dua jenis prasarana transportasi yaitu di Jalan Jembatan Halimun, Jakarta Pusat. Akibat dari kondisi tersebut maka perlu diadakannya analisis pengaruh penutupan palang pintu kereta api terhadapat kinerja jalan dengan menggunakan model greenshield, greenberg, dan underwood untuk mengetahui hubungan volume, kecepatan dan kerapatan dengan metode shockwave untuk menentukan panjang antrian dan lamanya waktu tundaan serta menggunakan pedoman MKJI 1997 untuk menentukan kapasitas jalan. Oleh karena itu kepadatan di jalan ini sering terjadi terutama di jam-jam kerja seperti pagi hari dan sore hari. Dari hasil rekapitulasi analisa didapat hubungan matematis antara volume, kecepatan dan kerapatan dengan ketiga model tersebut, yaitu menggunakan model greenshield untuk mengetahui hubungan volume, kecepatan dan kerapatan dan dengan metode shockwave untuk menentukan panjang antrian dan lamanya waktu tundaan serta menggunakan pedoman MKJI 1997 untuk menentukan kapasitas jalan. Dengan perhitungan metode shockwave, didapat panjang antrian maksimum di Jalan Jembatan Halimun, Jakarta Pusat sebesar 1,129 km arah Utara dan 1,056 km arah Selatan dan nilai tundaan maksimum sebesar 2095,6 arah Utara detik dan 1610,21 detik arah Selatan. Berdasarkan PM 96 Tahun 2015 maka tingkat pelayanan jalan (Level of Service) arah selatan dan utara masuk ke dalam klasifikasi E.
