Abstract
Toll road users are obliged to pay where the toll rate is calculated based on the road user's ability to pay, the amount of profit from vehicle operating costs and feasibility. This research aims to analyze the willingness to pay (Willingnees To Pay) and ability to pay (Ability To Pay) of toll road users regarding toll rate adjustments based on economic characteristics and community needs. Data was collected from users of the East Tegal – Sewaka Toll Road. The data is in the form of passenger characteristics, ability to pay, willingness to pay, and estimates of ideal fares which are taken by conducting direct interviews or door-stop interviews and also by distributing questionnaires. Average toll rate value for Pejagan - Pemalang toll road section IV. East Tegal – Sewaka. By looking at the Ability to Pay (ATP) test results of Rp. 3,157/k, along 26.90 kilometers. The average community's ability to pay is shown by this figure, namely IDR 4,271/km. Based on the results of the Willingness to Pay (WTP) analysis, the average toll rate value for the Pejagan-Pemalang toll road is 26.90. The convergence of ATP and WTP values is at a levy level of IDR 2,4323/km with a total level of 11.5%. Because the analysis results show that the ATP and WTP values are below the plan tariff, the tariff determination is based on the ATP value obtained from the analysis. Keywords: Transportation, Tariffs, Toll Roads, Willingnees To Pay, Ability To Pay Pengguna jalan tol dikenakan kewajiban membayar dimana tarif tol dihitung berdasarkan kemampuan bayar pengguna jalan, besar keuntungan biaya operasi kendaraan dan kelayakan. Penelitian ini bertujuan untuk menganalisi kemauan untuk membayar (Willingnees To Pay) dan kemampuan untuk membayar (Ability To Pay) terhadap penguna jalan tol atas penyesuaian tarif tol berdasarkan karakteristik ekonomi dan kebutuhan masyarakat. Data dikumpulkan dari pengguna Jalan Tol Tegal Timur – Sewaka. Data tersebut berupa karakteristik penumpang, kemampuan membayar, keinginan membayar, dan perkiraan tarif ideal yang diambil dengan cara melakukan wawancara secara langsung atau door-stop interview dan juga dengan cara penyebaran kuesioner. Nilai tarif tol rata-rata ruas tol Pejagan - Pemalang Seksi IV. Tegal timur – Sewaka. Dengan melihat hasil pengujian Ability to Pay (ATP) sebesar Rp.3.157/k, sepanjang 26,90 kilometer. Kemampuan membayar rata-rata masyarakat ditunjukkan dengan angka ini, yaitu sebesar Rp4.271/km. Berdasarkan hasil analisis Willingness to Pay (WTP), nilai tarif tol rata-rata ruas tol Pejagan-Pemalang sepanjang 26,90. Konvergensi nilai ATP dan WTP berada pada taraf pungutan sebesar Rp2.4323/km dengan total level sebesar 11,5%. Karena hasil analisis menunjukkan nilai ATP dan WTP berada di bawah tarif rencana, maka penetapan tarif didasarkan pada nilai ATP yang diperoleh dari analisis.
