Abstract
The role of the Testing Laboratory as part of the Conformity Assessment Institution is considered very important to improve and maintain the competitiveness of Indonesian products in the export market. This includes the role of the Mechanical Testing Laboratory to test the parameters of concrete reinforcing steel products. However, the presence of outlier quality performance during the mechanical testing laboratory proficiency test indicates the need for identification of factors and improvement of the causes of unachieved performance problems. This research employs the New Seven QC Tools and 5W1H methods to identify and resolve problem factors causing performance outliers. The research steps were carried out by identifying the external quality performance of the testing laboratory, identifying the main causes of outlier performance using Affinity Diagram and Relation Diagram, analysing the main causes of outlier performance using Tree Diagram and 5W1H, Matrix Diagram, Matrix Data Analysis, and recommendations for improving outlier performance using Activity Network Diagram and Process Decision Program Chart. The results of performance identification show that the elongation parameter is the performance with the most outliers with the main causal factor caused by insufficient personnel competence. The results of the analysis show that the main improvement needed is to increase personnel competence by focusing on regular training, increasing experience, and evaluating performance regularly. Recommendations to improve the performance of elongation outliers require a comprehensive variety of approaches, ranging from improving the quality of the testing process to developing personnel capacity. Keywords : Testing Laboratory, New Seven QC Tools, 5W1H, Outlier, Proficiency Testing Peran Laboratorium Pengujian sebagai bagian dari Lembaga Penilaian Kesesuaian dianggap sangat penting untuk meningkatkan dan menjaga daya saing produk Indonesia di pasar ekspor. Salah satunya adalah peranan Laboratorium Pengujian Mekanis untuk menguji parameter produk Baja Tulangan Beton. Namun, masih terdapatnya kemunculan kinerja mutu outlier pada saat uji profisiensi laboratorium pengujian mekanis menunjukkan perlunya identifikasi faktor-faktor dan perbaikan penyebab masalah kinerja tidak tercapai. Penelitian ini menggunakan metode New Seven QC Tools dan 5W1H untuk mengidentifikasi dan memperbaiki faktor masalah penyebab kinerja outlier. Tahapan penelitian dilakukan dengan mengidentifikasi kinerja mutu eksternal laboratorium pengujian, mengidentifikasi penyebab utama kinerja outlier menggunakan Affinity Diagram dan Relation Diagram, menganalisa penyebab utama kinerja outlier menggunakan Tree Diagram dan 5W1H, Matrix Diagram, Matrix Data Analysis, serta usulan untuk memperbaiki kinerja outlier menggunakan Activity Network Diagram dan Process Decision Program Chart. Hasil identifikasi kinerja menunjukkan bahwa parameter regangan merupakan kinerja dengan outlier terbanyak dengan faktor penyebab utama disebabkan oleh kompetensi personel yang kurang memadai. Hasil analisa menunjukkan bahwa perbaikan utama yang diperlukan adalah meningkatkan kompetensi personel dengan fokus pada pelatihan rutin, peningkatan pengalaman, dan pengevaluasian kinerja secara rutin. Rekomendasi yang diusulkan untuk perbaikan kinerja outlier regangan membutuhkan berbagai pendekatan yang komprehensif, mulai dari peningkatan kualitas proses pengujian hingga pengembangan kapasitas personel.
