Abstract

People with disabilities are generally normal people with limitation in some body aspect: cognitive, developmental, intellectual, mental, physical, sensory, or some combination of these. Like any other normal people, people with disabilities also have the same amount of rights in the field of work, entrepreneurship, and cooperation in order to develop their own occupation and their own business. People building must consider building’s accessibility because everyone has the same rights and opportunities in for both normal people or people who have physical and or mental disorder. The role of architecture architecture is needed to create a functional building design which pay attention to human activities that inhabit the building. Government has made an effort to pay attention to PwDs by issuing Ministrial Regulation no. 30 year 2006 on Technical Guide of Facility and Accessibilies in Building Environment Building. Mayestik Market Building is one of the public buildings that function as a shopping center and modern market in Kebayoran Baru, South Jakarta. By that fact, questions arises : whether the Mayestik Market Building has met the relevant regulations and how is the rensponse and perception of PwDs to the accessibilities of the building. The research method used in this research is descriptive and qualitative approach. The method used in data collection process is observation and questionnaire. Then the method used to analyze the data is expose method that is data examination of accessibilities standard, Permen PU no. 30 year 2006 then crosscheck it with observation data at Mayestik Market Building. The result of observation is 55,19% from total amount of facility is not good because some of accessibility variable do not meet. PwDs’ perception through questionnaire is divided by the type of motion aid used. 62,88% of crutch users feel comfortable with Mayestik Market Building’s accessibilities while 43.00% of wheel chair users doesn’t feel comfortable with it. Penyandang disabilitas pada umumnya merupakan masyarakat normal yang memiliki hambatan terhadap beberapa aspek tubuh seperti : kognitif, perkembanan, intelektual, mental, fisik, sensor, atau kombinasi dari aspek tersebut. Seperti masyarakat lainnya penyandang disabilitas juga mempunyai hak pekerjaan, kewirausahaan, dan kooperasi yang sama dalam memiliki pekerjaan sendiri dan memulai usaha sendiri. Bangunan publik seharusnya memperhatikan aksesibilitas bangunan karena semua orang mempunyai hak dan kesempatan yang sama dalam berbagai aspek kehidupan baik warga umum atau warga yang memiliki kelainan fisik dan atau mental. Peran arsitektur dibutuhkan untuk menciptakan desain bangunan dengan memperhatikan aktifitas manusia yang menghuni bangunan tersebut. Pemerintah telah berupaya untuk memperhatikan penyandang disabilitas dengan menerbitkan Peraturan Menteri No. 30 Tahun 2006 tentang Pedoman Teknis Fasilitas dan Aksesibilitas pada Bangunan Gedung dan Lingkungan. Gedung Pasar Mayestik merupakan salah satu bangunan publik yang berfungsi sebagai pusat perbelanjaan dan pasar modern di Kebayoran Baru, Jakarta Selatan. Dari faktor tersebut muncullah pertanyaan : apakah Gedung Pasar Mayestik sudah memenuhi peraturan terkait dan bagaimana respon dan persepsi penyandang disabilitas terhadap aksesibilitas yang ada di bangunan tersebut. Metode penilaian yang digunakan yaitu melalui pendekatan kualitatif deskriptif dalam tahap proses pengumpulan data dilakukan dengan dua metode yaitu observasi dan persepsi melalui kuisioner. Selanjutnya dalam proses analisa data digunakan metode expose yaitu pemeriksaan terhadap data standar aksesibilitas Permen PU No. 30 tahun 2006 dengan data pengamatan di Gedung Pasar Mayestik. Kemudian hasil data tersebut ditransformasikan ke dalam bentuk data kuantitatif dengan menggunakan perhitungan skala interval. Berdasarkan hasil penilaian observasi, sebesar 55,19% dari keseluruhan aspek aksesibilitas dinyatakan kurang baik karena sebagian variabel aksesibilitas tidak tersedia. Selanjutnya melalui kuisioner persepsi penyandang disabilitas terbagi berdasarkan jenis alat bantu gerak. Sebanyak 62,88% pengguna kruk merasa cukup nyaman terhadap fasilitas aksesibilitas di Gedung Pasar mayestik sedangkan sebanyak 43,00% pengguna kursi roda merasa tidak nyaman terhadap fasilitas aksesibilitas di Gedung Pasar Mayestik.
