Abstract

This study aims to develop a conceptual model that links responsible leadership with sustainable maintenance performance through the mediation of agile organization, maintenance management implementation, and budgetary policy in the management of primary operational tools at the Meteorology, Climatology, and Geophysics Agency (BMKG). This research employs a quantitative method with a deductive approach through a survey, involving 881 respondents with a sample size of 366 respondents. The sampling was conducted using stratified random sampling and analyzed using descriptive statistics with the structural equation modeling - partial least square method. The results indicate that all fourteen proposed hypotheses are accepted and significant. This study reveals several theoretical and practical implications for achieving sustainable maintenance performance, where organizations must promote responsible leadership behavior that can implement agile organization practices, maintenance management implementation, and budgetary policy. Agile organization is the most dominant variable influencing the improvement of sustainable maintenance performance in this research model. These findings introduce a new paradigm that reinforces the variables impacting sustainable maintenance performance in maintenance and prove that the developed model in this study is reliable. The novelty of this research lies in the combination of an in-depth theoretical understanding of the expanded variables and relevant practical applications to enhance sustainable maintenance performance in government agencies. This is the first study to empirically investigate the dual mediator interaction between responsible leadership and sustainable maintenance performance, providing new contributions to the existing literature. Keywords: Sustainability, Responsible Leadership, Agile Organization, Budgetary Policy, Management Maintenance Implementation, Sustainable Maintenance Performance Penelitian ini bertujuan untuk mengembangkan model pemikiran yang menghubungkan responsible leadership dengan sustainable maintenance performance melalui mediasi agile organization, maintenance management implementation, dan budgetary policy dalam pengelolaan alat operasional utama di lembaga pemerintahan Badan Meteorologi, Klimatologi, dan Geofisika (BMKG). Penelitian ini menggunakan metode kuantitatif dengan pendekatan deduktif melalui survei, melibatkan 881 responden dengan sampel sebanyak 366 responden. Pengambilan sampel dilakukan secara stratified random sampling dan dianalisis secara statistik deskriptif menggunakan metode structural equation modelling - partial least square. Hasil penelitian menunjukkan bahwa keempat belas hipotesis yang diajukan dapat diterima dan signifikan. Penelitian ini mengungkapkan beberapa implikasi teoritis dan praktis dalam mencapai tujuan sustainable maintenance performance, di mana organisasi harus mendorong perilaku responsible leadership yang mampu menerapkan praktik agile organization, maintenance management implementation, dan budgetary policy. Agile organization adalah variabel yang paling dominan pengaruhnya terhadap peningkatan sustainable maintenance performance pada model penelitian ini. Temuan ini memperkenalkan paradigma baru yang menguatkan variabel yang berimplikasi terhadap sustainable maintenance performance dalam pemeliharaan dan membuktikan bahwa model yang dikembangkan dalam penelitian ini dapat diandalkan. Novelty penelitian ini terletak pada kombinasi antara pemahaman teoritis yang mendalam mengenai variabel-variabel yang diperluas dan aplikasi praktis yang relevan untuk meningkatkan sustainable maintenance performance di lingkungan lembaga pemerintahan. Ini adalah studi pertama yang menyelidiki secara empiris interaksi mediator ganda antara responsible leadership terhadap sustainable maintenance performance, memberikan kontribusi baru terhadap literatur yang ada.
