Abstract
In line with the rapid development of the construction world in Indonesia, it is currently proliferating. The construction sector is the strongest sector that supports economic growth in Indonesia. However, in its implementation, various obstacles often occur which may be detrimental to the parties involved in a construction development, including too many design changes, less effective coordination between the parties involved, material delays and inappropriate work methods. In implementing the selection of alternative materials (in this research an analysis was carried out on the structural work of the bridge's lower and upper foundations) obtained from the results of discussions and brainstorming by the value engineering team. The method used in this research is the Value Engineering method. There are 5 work plan stages in this method, namely the information stage, creative stage, analysis stage, development stage, and presentation/recommendation stage. From the initial design data, the planned budget for concrete structure work is IDR. 145,640,340,086.30 which is divided into 3 types and locations of bridge lower and upper foundation structural work. However, after applying value engineering to the three bridges with the recommendation for alternative design-02 as the chosen alternative design, namely by changing the configuration design and structural arrangement of the column foundations and girders on the three bridges, optimization of material volume and reduction in the number of structural column piers were obtained, so that savings are obtained on each bridge structure work such as: Elevated Bridge 1 amounting to IDR. 3,765,860,081.52, Overpass Bridge 2 amounting to IDR. 4,642,835,624.91, and Overpass Bridge 6 amounting to IDR. 1,823,886,095.80. In total, cost savings were achieved IDR. 10,232,581,802.23 or 7.03 % of the initial design. Keywords: Value Engineering, Zero-One, Cost Savings. Sejalan dengan pesatnya perkembangan dunia konstruksi di Indonesia saat ini sedang tumbuh pesat. Sektor konstruksi menjadi sektor terkuat yang mendukung pertumbuhan ekonomi di Indonesia. Akan tetapi dalam pelaksanaannya, sering terjadi berbagai kendala yang mungkin akan merugikan pihak-pihak terkait dalam suatu pembangunan konstruksi diantaranya adalah terlalu banyaknya perubahan rancangan, koordinasi yang kurang efektif antara pihak yang terlibat, keterlambatan material dan metode kerja yang kurang tepat. Dalam penerapan pemilihan alternatif material (dalam penelitian ini dilakukan analisa pada pekerjaan struktur pondasi bawah dan atas jembatan) didapatkan dari hasil diskusi dan brainstorming tim value engineering. Metode yang digunakan dalam penelitian ini adalah metode Value Engineering. Terdapat 5 tahap rencana kerja pada metode ini, yaitu tahap informasi, tahap kreatif, tahap analisis, tahap pengembangan dan tahap penyajian/rekomendasi. Dari data desain awal, rencana anggaran biaya untuk pekerjaan struktur beton sebesar Rp. 145,640,340,086.30 yang terbagi menjadi 3 jenis dan lokasi dari pekerjaan struktur pondasi bawah dan atas jembatan. Namun setelah dilakukan penerapan rekayasa nilai pada ke-3 jembatan tersebut dengan rekomendasi desain alternatif-02 sebagai desain alternatif terpilih yaitu dengan mengubah desain konfigurasi dan susunan struktur pondasi kolom serta girder pada ketiga jembatan tersebut, diperoleh optimasi volume material dan pengurangan jumlah pada pier kolom struktur, sehingga diperoleh penghematan pada masing-masing pekerjaan struktur jembatan seperti: Jembatan Elevated 1 sebesar Rp. 3,765,860,081.52, Jembatan Overpass 2 sebesar Rp. 4,642,835,624.91, dan Jembatan Overpass 6 sebesar Rp. 1,823,886,095.80. Secara total tercapai penghematan biaya sebesar Rp. 10,232,581,802.23 atau 7.03 % dari desain awal. Kata Kunci : Value Engineering, Zero-One, Penghematan Biaya (cost saving).
