Abstract

The implementation of Electronic Catalog Purchasing in the Construction Sector for Reservoir Development carried out by the DKI Jakarta Provincial Water Resources Service is something new in Indonesia and includes the implementation/utilization of the Risk-Based Construction Sector Catalog, so catalog users need to have adequate technical understanding of the field and be able to mitigate risks. Apart from that, the product specifications and prices displayed by Business Actors are not yet final, therefore, at the purchasing stage a "Correction" process is required by the prospective Buyer (in this case the Commitment Making Officer (PPK)/Procurement Official (PP)) and the selection of the appropriate construction service provider. Using e-purchasing methods is influenced by many factors. So to get a service provider who is competent in carrying out construction contracts, it is hoped that the results of selecting a good provider. This makes budget users need factors that influence the selection of construction service providers using the e-purchasing method. The research method used is the Quantitative Method by processing the research instrument data in the form of a Questionnaire, then data management is carried out using the Statistical Product and Service Solutions (SPSS) Method for the Questionnaire validity test, Questionnaire reliability test, correlation test, Factor Analysis test and RII (Relative Important Index). ). With the results of the sequence of subfactors that influence service users in determining the selection of a reservoir construction provider using the E-purchasing method via an electronic catalog, namely: RII: 0.967), and Management of the business entity is not under criminal proceedings (RII: 0.963), 0.958), 0.949) and Variable X1 Administrative Qualification Criteria is the most influential factor variable. Keywords: e-Purchasing, Electronic Catalog, Reservoir, Variables, Influential Factors Pelaksanaan Purchasing katalog elektronik sektor konstruksi Pembangunan waduk yang dilakukan oleh Dinas SDA Provinsi DKI Jakarta merupakan hal baru di Indonesia dan termasuk Penerapan/pemanfaatan Katalog Sektor Konstruksi Berbasis Risiko, maka para pengguna katalog perlu memiliki pemahaman Teknis lapangan yang memadai dan mampu memitigasi risiko. Selain itu Spesifikasi dan harga produk yang ditayangkan Pelaku Usaha belum final, dengan demikian, pada tahapan purchasing diperlukan proses “KOREKSI” oleh calon Pembeli (dalam hal ini Pejabat Pembuat Komitmen (PPK)/ Pejabat Pengadaan (PP)) dan Pemilihan penyedia jasa konstruksi yang menggunakan metode e-purchasing dipengaruhi oleh banyak faktor. Sehingga untuk mendapatkan penyedia jasa yang kompeten dalam menjalankan kontrak konstruksi diharapkan dari hasil pemelihan penyedia yang baik. Hal ini membuat Pengguna Anggaran memerlukan Faktor apa dan berpengaruh dalam mempengaruhi pemilihan penyedia jasa konstruksi dengan metode e-purchasing. Metode Penelitian yang digunakan adalah Metode Kuantitatif dengan Pengelohan data instrumen penelitian berbentuk Kuesioner, selanjutnya dilakukan pengelolaan data menggunakan Metode Statistical Product and Service Solutions (SPSS) terhadap uji validitas Kuesioner, uji reliabilitas Kuesioner, uji korelasi, uji Analisis Faktor dan RII (Relative Important Index). Dengan hasil Urutan sub faktor yang mempengaruhi Pengguna Jasa dalam menentukan pemilihan penyedia Pembangunan Waduk dengan metode E-purchasing melalui Katalog Elektronik yaitu: X1.4 Tidak Sedang dikenakan Sanksi Daftar Hitam (RII: 0.972),X1.3 Memiliki Akta Pendirian Perusahaan beserta Perubahannya (RII: 0.967),X1.5 Tidak dalam pengawasan pengadilan, tidak pailit dan kegiatan usahanya tidak sedang dalam dihentikan (RII: 0.967),X5.1 Bertanggung Jawab melaksanakan perbaikan di lapangan pada masa Pemeliharaan (RII: 0.967),X1.6 Pimpinan dan Pengurus Badan usaha tidak sedang dalam proses pidana (RII: 0.963),X1.7 Pimpinan dan Pengurus Badan usaha bukan pegawai Kementerian/Lembaga/Perangkat Daerah (RII: 0.963),X5.3 Kepatuhan dan bertanggung jawab akan hasil pemeriksaan (RII: 0.958),X1.1 Memiliki Izin usaha sesuai bidang diminta (RII: 0.953),X5.2 Komitmen mendampingi Pengguna Jasa pada waktu pemeriksaan (RII: 0.953), X1.2 Memiliki Nomor Pokok Wajib Pajak dan Konfirmasi Status Wajib Pajak (RII: 0.949) dan Variabel X1 Kriteria Kualifikasi Administrasi merupakan variabel faktor yang paling berpengaruh.
