Abstract
Title: Analysis of Decision Making in Determining Subcontractors Using the Analytic Network Process (ANP) Method, Name: Rina Setianingrum, NIM: 41117120042, Supervisor: Ir. Ernanda Dharmapribadi, M.M. 2020. Construction projects are currently more diverse, unique, and lead to specialized work. Therefore, in the implementation of the main contractor often requires subcontractors who are experts in doing the special jobs. Although it really requires cooperation from subcontractors, because this work is related to the performance of the main contractor in the eyes of the Project Owner, the Subcontractors chosen must be consistent and be able to work optimally. So that in the decision-making process for the determination of subcontractors can be selected objectively, the criteria for selecting subcontractors are required as a condition for their evaluation. The criteria for selecting subcontractors are simplified by various applicable regulations through interviews and questionnaires to experts. After that, the questionnaire data is processed with the help of Super Decisions software tools. Where the results will be obtained priority weights for each criteria (cluster) and sub criteria (node) that are useful as a category of assessment in the subcontractor selection process. To help the process, questionnaires to respondents were also needed for the case studies as well as validation tests for the new Subcontractor Assessment Form created by the authors from the implementation of the Analytic Network Process (ANP) method. If it has been validated, the Form can be used next. Results of this study there are 5 priority criteria (clusters) and 23 most important supporting sub-criteria (nodes) in the subcontractor selection process. If sorted from highest to lowest priority, the 5 criteria include technical criteria, work safety criteria, price criteria, administrative criteria, and managerial criteria. The technical criteria have the highest priority weighting of 0.419145. The results of the process of determining subcontractors with questionnaires and validation of the new Subcontractor Assessment Form with 2 case studies found the same selected subcontractors, namely Subcontractor B (Waterproofing Work-SK I) and Subcontractor L (Railing Work-SK II). Oleh karena itu, dalam pelaksanaannya kontraktor utama sering kali membutuhkan subkontraktor yang ahli dalam mengerjakan pekerjaanpekerjaan bersifat khusus tersebut. Walaupun sangat memerlukan kerja sama dari subkontraktor, namun karena pekerjaan ini berkaitan dengan kinerja kontraktor utama di mata Pemilik Proyek, maka Subkontraktor yang dipilih harus konsisten dan dapat bekerja secara optimal. Agar dalam proses pengambilan keputusan untuk penentuan subkontraktor tersebut dapat dipilih secara objektif, maka diperlukan kriteria-kriteria pemilihan subkontraktor sebagai syarat penilaiannya. Kriteria-kriteria pemilihan subkontraktor disederhanakan dari berbagai peraturan yang berlaku melalui wawancara dan kuesioner ke pakar. Setelah itu, data kuesioner diolah dengan bantuan software tools Super Decisions. Dimana hasilnya akan diperoleh bobot prioritas masing-masing kriteria (cluster) dan sub kriteria (node) yang berguna sebagai kategori penilaian dalam proses pemilihan subkontraktor. Untuk membantu prosesnya, dibutuhkan juga kuesioner ke responden untuk studi kasus serta uji validasi Form Penilaian Subkontraktor baru yang dibuat oleh penulis dari implementasi metode Analytic Network Process (ANP). Jika sudah tervalidasi, Form tersebut dapat digunakan untuk selanjutnya. Hasil Penelitian ini terdapat 5 kriteria (cluster) prioritas dan 23 sub kriteria (node) pendukung terpenting dalam proses pemilihan subkontraktor. Bila diurutkan dari yang tertinggi ke terendah prioritasnya, maka ke 5 kriteria tersebut antara lain kriteria teknis, kriteria keselamatan kerja, kriteria harga, kriteria administrasi, dan kriteria manajerial. Kriteria teknis memiliki bobot prioritas tertinggi sebesar 0.419145. Hasil dari proses penentuan subkontraktor dengan kuesioner dan validasi Form Penilaian Subkontraktor baru dengan 2 studi kasus didapatkan subkontraktor terpilihnya sama, yaitu Subkontraktor B (Pekerjaan Waterproofing-SK I) dan Subkontraktor L (Pekerjaan Railing-SK II).
