Abstract
The road as one of the land transportation infrastructure, has a basic function, namely providing optimal service in traffic flow. On protocol (arterial) roads with medians, it is necessary for vehicles to make U-Turn movements as an effort to provide services for vehicles that will make changes of direction. Based on direct observation of the condition of the U-Turn on the Daan Mogot road, there is congestion, especially during peak hours, resulting in a fairly long queue of vehicles. Therefore, in this study, an analysis of the effect of U-Turn on Daan Mogot road will be carried out on traffic characteristics. The data used includes road geometrics, vehicle volume, free flow speed and road service level (Level of Service). The method used for road capacity analysis uses the Indonesian Road Capacity Manual (MKJI, 1997) and traffic flow characteristics using the GreenShield, GreenBerg and Underwood models. Of the methods used, the lowest ratio value was obtained with a value road service level of 0.941 using the Greenshield model for the westward classification of category "E" and eastward ratio with a value road service level of 0.629 classification of category "C", then an analysis of the closure of U-Turn ratio was carried out with a value road service level of 0.644 for the westward classification of category "C" and eastward ratio with a value road service level of 0.406 classification of category "B". Keywords: U-Turn, MKJI 1997, GreenShield, GreenBerg, Underwood Jalan sebagai salah satu prasarana perhubungan darat, mempunyai fungsi dasar yakni memberikan pelayanan yang optimum pada arus lalu lintas. Pada jalan-jalan protokol (arteri) dengan median, dibutuhkan untuk kendaraan melakukan gerakan U-Turn (Putar Balik Arah) sebagai upaya untuk memberikan pelayanan bagi kendaraan yang akan melakukan perubahan arah. Berdasarkan observasi langsung kondisi U-Turn pada jalan Daan Mogot terjadi kemacetan khususnya pada saat jam-jam sibuk mengakibatkan antrian kendaraan yang cukup panjang. Tujuan penelitian ini untuk menganalisis pengaruh adanya U-Turn (Putar Balik Arah) pada jalan Daan Mogot terhadap karakteristik lalu lintas. Data yang digunakan mencakup geometrik jalan, volume kendaraan, kecepataan arus bebas dan tingkat pelayanan jalan (Level of Service). Metode yang digunakan untuk analisis kapasitas jalan menggunakan Manual Kapasitas Jalan Indonesia (MKJI,1997) dan karakteristik arus lalu lintas menggunakan model GreenShield, GreenBerg dan Underwood. Dari metode yang digunakan yaitu didapatkan nilai rasio tingkat pelayanan jalan terendah dengan nilai 0,941 menggunakan model Greenshield untuk arah barat klasifikasi kategori “E” dan arah timur rasio tingkat pelayanan jalan dengan nilai 0,629 klasifikasi kategori, lalu dilakukan analisis tanpa adanya U-Turn rasio tingkat pelayanan jalan terendah dengan nilai 0,644 untuk arah barat klasifikasi kategori “C” dan arah timur rasio tingkat pelayanan jalan dengan nilai 0,406 klasifikasi kategori “B”.
