Abstract

Menurut Undang-undang No 28 tahun 2009 Pajak Bumi dan Bangunan Pedesaan dan Perkotan (PBB-P2) merupakan salah satu pajak yang dikelola oleh pemerintah daerah. Pemerintah Kota Tangerang mulai memberlakukan (PBB-P2) sebagai pajak daerah mulai tanggal 1 januari 2011. Pendapatan asli Daerah ( PAD ) akan meningkat karena telah bertambah jenis pajak daerah yang baru. Penelitian ini bertujuan untuk mengetahui efektifitas dan kontribusi penerimaan Pajak Bumi dan Bangunan Pedesaan dan Perkotaan (PBB-P2) terhadap Pendapatan Asli Daerah (PAD). Metode yang digunakan dalam penelitian ini adalah metode penelitian kulitatif dan kuantitatif, dan data yang digunakan adalah data sekunder yang diperoleh dari Badan Pendapatan Daerah (BPD) Tangerang. Hasil penelitian ini menunjukan bahwa penerimaan Pajak Bumi dan Bangunan dari 2012-2016 mengalami fluktuasi setiap tahunnya, dalam tingakat efektifitasnya pemerintah daerah tidak lebih baik dari pemerintah pusat dan tingkat efektifitas terbaik masih pada saat PBB-P2 dilekolal oleh pemerintah pusat. Untuk Kontribusinya terhadap Pendapatan Asli Daerah cenderung mengalami penurunan.According to the constitution No. 28 in 2009 of land and Property taxes becomes one of the taxes policy managed by the local government. Tangerang local government had just started to implement this rural and urban property taxes policy sine January 2011. The Lokal Revenue will increase, as there have been more varieties of tax types. This research in to find the effectivenessand contributions of land and Property Tax Rural and Urban sector (PBB-P2) towards the Local Revenue (PAD). The method that is going to be used in this research is the qualitative and quatitative method of research and the data use secondary data receivd from (BPD ) of Tangerang. The result of this research shows that the revenue of the land and property tax from the year 2012-2016 experienced fluctuation annualy,. effectiveness of local government no better than central government and the best level of effectiveness still at the time of PBB-P2 by central government. For contribution toward Local revenue considerably experienced decrease.
