Abstract

A project is a temporary job done to create a new product. As in this research, the resulting project is a mass house. The construction of the mass houses to be studied is the mass houses located in the Tangerang area. The construction of this Mass House is divided into several stages, and the stage to be studied is stage 1 with 7 housing units built according to No. SPK RMH / PLD / 20/06/19664. Based on the S Curve, at the end of November 2020 - February 2021 there was a delay in implementation where at the end of February 2021 the progress of the plan was at a percentage of 94.03% and the actual progress was at 80.23%, so this delay was 14.20% from the original plan. The project experienced a delay in work progress so that it was not in accordance with the initial plan due to a change in the image of the back wall fence. The weight of the planned rear fence wall work is 3,695% which should have been completed in the early week of February 2021 but the actual weight at the end of February 2021 is still 3,435%. For this reason, it is necessary to have project control through performance evaluation. One of the performance evaluations of the development implementation and cost and time control so that the project can still be implemented and resolved properly is by using the Earned Value method. This study aims to determine the performance of the project in terms of cost and implementation time using the Earned Value method, the estimated cost and length of time for project completion as well as follow-up and solutions in overcoming project delays. Based on the results of the analysis that has been carried out, indications of performance inefficiency are caused by several jobs such as masonry and plastering, floor and wall finishing, and electrical. The estimated total cost of completion is Rp. 3,409.530,533.39 and the estimated completion time is 284 days, this shows that the cost of implementing exceeded the budget and experienced a delay of 18 days from the plan so that there was a need for additional manpower, and ensured that the work methods used were always effective and efficient. Keywords: Earned Value, delay, time performance, cost performance Proyek adalah suatu pekerjaan sementara yang dilakukan untuk menciptakan produk baru. Seperti pada penelitian ini proyek yang dihasilkan yaitu rumah massal. Pembangunan Rumah Massal yang akan diteliti yaitu Rumah Massal yang berada di daerah Tangerang. Pada pembangunan Rumah Massal ini dibagi dalam beberapa tahap, dan tahap yang akan diteliti adalah tahap 1 dengan jumlah unit yang dibangun sebanyak 7 unit rumah sesuai No. SPK RMH/PLD/20/06/19664. Berdasarkan Kurva S, pada akhir bulan November 2020 – Februari 2021 mengalami keterlambatan pelaksanaan di mana pada akhir Februari 2021 progress rencana berada pada presentase 94.03% dan progress aktual berada di 80.23% maka keterlambatan ini sebesar 14.20% dari rencana awal. Proyek mengalami penundaan progress pekerjaan sehingga tidak sesuai dengan perencanaan awal dikarenakan adanya perubahan gambar pagar dinding belakang. Bobot rencana pekerjaan dinding pagar belakang sebesar 3.695% yang seharusnya selesai pada minggu awal bulan Februari 2021 akan tetapi bobot aktual pada akhir bulan Februari 2021 pekerjaan tersebut masih 3.435%. Untuk itu perlu adanya pengendalian proyek dengan dilakukan evaluasi kinerja. Salah satu evaluasi kinerja pelaksanaan pembangunan dan pengendalian biaya dan waktu supaya proyek tersebut tetap terlaksana dan terselesaikan dengan baik adalah dengan menggunakan metode Earned Value. Penelitian ini bertujuan untuk mengetahui kinerja pelaksaan proyek dari segi biaya dan waktu pelaksanaan dengan menggunakan metode Earned Value, perkiraan besar biaya dan lama waktu untuk penyelesaian proyek serta tindak lanjut dan solusi dalam mengatasi keterlambatan proyek. Berdasarkan hasil analisis yang telah dilakukan, indikasi inefisiensi kinerja disebabkan oleh beberapa pekerjaan seperti pekerjaan pasangan dan plesteran, pekerjaan finishing lantai dan dinding, dan pekerjaan listrik. Perkiraan besaran biaya penyelesaian sebesar Rp 3,409,530,533.39 dan perkiraan lama waktu penyelesaian selama 284 hari, hal ini menunjukan bahwa biaya pelaksanaan pembangunan melebih anggaran dan mengalami kemunduruan 18 hari dari rencana sehingga perlu adanya penambahan tenaga tenaga kerja, dan memastikan metode kerja yang digunakan selalu efektif dan efisien.
