Abstract

As the government's effort in dealing with the need for water in rural areas, one of the things that is being done is allocating a Special Allocation Fund (DAK) for the Water Sector to support local governments in meeting their water needs. One of the activities that can be carried out is the construction of a Water Supply System (SPAM). SPAM built in rural areas is managed by the community group managing SPAM (KPSPAM). After the SPAM is built, it is necessary to conduct an evaluation to determine the sustainability of the SPAM function. The SPAM infrastructure built in Darupono Village, Kaliwungu Selatan Subdistrict, Kendal District is managed by KPSPAM and is indicated to experience several problems, non progress of operation and maintenance, technical damage, and reduced number of users. Therefore, it is necessary to conduct research on community based SPAM management in terms of technical, institutional and financial aspects. This study aims to evaluate the existing conditions of SPAM, assess the level of sustainability management of community based SPAM managed by KPSPAM in Darupono Village, analyze the availability of raw water, and analyze current water needs for the next 10 years. The method used in this research is field observation and giving questionnaires to the community, KPSPAM, and related agencies to obtain primary data, as well as study literature and coordination with related agencies to collect secondary data. Primary data required is data on existing SPAM conditions, data on water use, and data on respondents. Meanwhile, the secondary data required are water quality standards, SPAM construction contract documents, monthly water production data, SPAM user data, and population growth rate data. The results of this study indicate that the existing SPAM conditions are in good condition, the rate of occurrence of SPAM is included in the very sustainable category, the current availability of SPAM raw water is 210 m3/day, and the need for clean water for SPAM users in the next 10 years is 173,1 m3/day, so that the current availability of SPAM raw water can meet the clean water needs of SPAM users for the next 10 years. Sebagai upaya pemerintah dalam menangani kebutuhan air bersih di perdesaan, salah satu yang dilakukan adalah mengalokasikan Dana Alokasi Khusus (DAK) Bidang Air Minum untuk mendukung pemerintah daerah dalam memenuhi kebutuhan air bersih. Salah satu kegiatan yang dapat dilaksanakan adalah pembangunan Sistem Penyediaan Air Minum (SPAM). SPAM yang terbangun di perdesaan dikelola oleh kelompok masyarakat pengelola SPAM (KPSPAM). Setelah SPAM terbangun perlu dilakukan evaluasi untuk mengetahui keberlanjutan fungsi SPAM. Prasarana SPAM yang terbangun di Desa Darupono, Kecamatan Kaliwungu Selatan, Kabupaten Kendal dikelola oleh KPSPAM terindikasi mengalami beberapa permasalahan, diantaranya tidak berjalannya operasional dan pemeliharaan, adanya kerusakan teknis, dan berkurangnya jumlah pengguna. Oleh karena itu, perlu dilakukan penelitian mengenai pengelolaan SPAM berbasis masyarakat ditinjau dari aspek teknis, kelembagaan, dan keuangan. Penelitian ini bertujuan untuk mengevaluasi kondisi eksisting SPAM, menilai tingkat keberlanjutan pengelolaan SPAM berbasis masyarakat yang dikelola oleh KPSPAM di Desa Darupono, menganalisis ketersediaan air baku, serta menganalisis kebutuhan air bersih saat ini hingga 10 tahun mendatang. Metode yang dilakukan dalam penelitian ini adalah observasi ke lapangan dan memberikan angket kuesioner kepada masyarakat, KPSPAM, dan instansi terkait untuk mendapatkan data primer, serta studi literatur dan berkoordinasi dengan instansi terkait untuk mengumpulkan data sekunder. Data primer yang dibutuhkan adalah data kondisi eksisting SPAM, data penggunaan air, dan data responden. Sedangkan data sekunder yang dibutuhkan adalah standar mutu air bersih, dokumen kontrak pembangunan SPAM, data jumlah produksi air bulanan, data pengguna SPAM, dan data laju pertumbuhan penduduk. Hasil penelitian ini menunjukkan bahwa kondisi eksisting SPAM dalam keadaan baik, tingkat keberlanjutan SPAM termasuk kategori sangat berkelanjutan, ketersediaan air baku SPAM saat ini sebesar 210 m3/hari, dan kebutuhan air bersih pengguna SPAM pada 10 tahun mendatang sebesar 173,1 m3/hari, sehingga ketersediaan air baku SPAM saat ini dapat memenuhi kebutuhan air bersih pengguna SPAM hingga 10 tahun mendatang.
