Abstract

Jabodetabek Airport Connexion (JAC) is a public transport service that provided by Perum PPD specifically to provide transportation needs of the Jabodetabek community who will travel to Soekarno Hatta Airport. In the operation of JAC, it is necessary to adjust the service tariff for the users because of the pandemic in Indonesia. With the pandemic conditions, there are several government policies, one of them is the implementation of physical distancing in public transportation that changes the operation of public transportation. Research objective is to determine the appropriate tariff from the operator and user side with current conditions. This study uses two data collection techniques, namely primary data from direct field surveys related to service operations and questionnaires to passengers with a total of 277 respondents. For tariffs from the operator side is calculated by Vehicle Operation Costs that based on SK Dirjen 687/2002 and the calculation of tariffs from the user's side uses the calculation of Ability to Pay and Willingness to Pay. The calculation results from the operator side with an average of Rp. 126,989, while the tariff from the user side with an average ATP of Rp. 115,680 and WTP of Rp. 103,874. Keyword: Jabodetabek Airport Connexion, Vehicle Opertion Costs, Ability to Pay, Willingnes to Pay , Tarif Jabodetabek Airport Connexion (JAC) adalah layanan angkutan umum bus yang disediakan oleh Perum PPD khusus untuk memenuhi kebutuhan transportasi masyarakat Jabodetabek yang akan bepergian menuju Bandara Soekarno Hatta. Di dalam penyelenggaraan operasional JAC, diperlukan penyesuaian tarif untuk pengguna jasa yang tepat karena sedang terjadi pandemi di Indonesia. Dengan kondisi pandemi, terdapat beberapa kebijakan pemerintah yaitu penerapan physical distancing di angkutan umum yang merubah operasional angkutan umum. Tujuan penelitian ini ialah untuk mengetahui tarif yang sesuai dari sisi operator dan user dengan kondisi saat ini. Penelitian ini menggunakan dua teknik pengumpulan data yaitu data primer yang berasal dari survei langsung kelapangan terkait dengan operasional layanan dan kuesioner ke penumpang dengan jumlah kuesioner 277 responden. Untuk tarif dari sisi operator menggunakan perhitungan Biaya Operasional Kendaraan yang berdasarkan SK Dirjen 687 Tahun 2002 dan perhitungan tarif dari sisi user menggunakan perhitungan Ability to Pay dan Willingness to Pay. Hasil perhitungan dari sisi operator dengan rata-rata Rp. 126.989, sedangkan untuk tarif dari sisi user dengan rata rata ATP sebesar Rp. 115.680 dan WTP sebesar Rp. 103.874.
