Abstract
This reasearch aims to determine the talent management development program in providing assurance of the availability of human resources that have superior performance and have high competence. Implementation of talent development program in mapping, developing and maintaining talented employees to achieve organizational strategic goals and knowing career planning of employees through succession plan filling the position of administrator and supervisory positions within the Ministry of State Secretariat. The research method used is descriptive with qualitative approach with research instrument in the form of interview, observation and document review. The results show that the application of talent management and succession planning has not been achieved optimally, this is because there is no regulation as the basis for the application of talent management policy and the career pattern of civil servants within the Ministry of State. Keywords: talent management, succession planning, career Penelitian ini bertujuan untuk mengetahui program pengembangan manajemen talenta dalam memberikan jaminan ketersediaan sumber daya manusia yang mempunyai kinerja unggul dan memiliki kompetensi tinggi (talent). Implementasi progam pengembangan talenta dalam memetakan, mengembangkan dan mempertahankan para pegawai bertalenta (star performer) untuk mencapai tujuan strategis organisasi serta mengetahui perencanaan karir pegawai melalui rencana suksesi (succesion plan) pengisian jabatan Administrator dan jabatan Pengawas di lingkungan Kementerian Sekretariat Negara. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif dengan instrumen penelitian berupa wawancara, observasi dan telaah dokumen. Hasil penelitian menunjukan bahwa penerapan manajemen talenta dan perencanaan suksesi (succesion plan) belum tercapai secara optimal, hal ini dikarenakan belum adanya regulasi sebagai dasar penerapan kebijakan manajemen talenta dan pola karir PNS di lingkungan Kementerian Sekretariat Negara.
