Abstract

Development of a project can be successful if the implementation achieves the project targets, To achieve this, risk management is needed to avoid risksand can achieve the right cost, time and quality.The aim of this research is to identify risks and look for agents that cause risks on projects. Therefore, research is needed on risk analysis and effective mitigation measures to reduce the negative impact of delays. Currently, there has been a lot of research on analyzing the risk of delays. but is limited to risk assessment based on probability and impact only, and mitigation is only carried out on the causal variables, without paying attention to the delay agent. based on delays that occurred in the PT. AHM factory construction project,So a delay risk analysis and effective mitigation efforts are needed to reduce the negative impact of delays and increase costs overruns. In this study, the house of risk (HOR) method was used,developed by Pujawan (2009). with the results of research to determine the factors causing delays and carry out mitigation efforts so that the project factory of PT. AHM this can reduce delays. So by reducing the factors that cause delays, it is hoped that the impact can be reduced or prevented. From the results of the delay analysis, 5 incidents of delays were identified in the PT AHM factory construction project,namely late payment by the owner, material delays, work delays due to contractor errors, delays due to owner errors, and delays in handover of contractor work. This delay was caused by 13 agents/causes of delays that had been identified and could be simplified into 3 main agents/causes based on the Pareto diagram, namely changes in drawings, lack of coordination with the owner, and an increase in the scope of work. Pembangunan suatu proyek dikatakan berhasil jika dalam pelaksanaannya mencapai sasaran proyek, dalam mencapai itu diperlukan adanya manajemen risiko untuk menghindari terjadinya risiko akibat untuk mencapai tepat biaya, waktu, dan mutu. Tujuan penelitian ini adalah identifikasi risiko dan mencari agen penyebab risiko pada proyek. Oleh karena itu, perlu dilakukan penelitian tentang analisis risiko dan langkah mitigasi yang efektif guna mengurangi dampak negatif dari keterlambatan (delay). Saat ini sudah banyak penelitian yang menganalisa risiko keterlambatan tetapi terbatas pada assessmen risiko berdasarkan probabilitas dan dampak saja dan mitigasi hanya dilakukan pada variabel penyebab tanpa memperhatikan agen keterlambatan. Berdasarkan keterlambatan yang terjadi pada Proyek pembangunan Pabrik PT. AHM, maka perlu dilakukan suatu analisis risiko keterlambatan dan upaya mitigasi yang efektif untuk mengurangi dampak negatif dari keterlambatan dan meningkatnya biaya pelaksanaan (cost overruns). Pada penelitian ini menggunakan metode House Of Risk yang dikembangkan oleh Pujawan (2009) dengan hasil penelitian untuk mengetahui faktor-faktor penyebab keterlambatan dan melakukan upaya mitigasi agar proyek pabrik PT. AHM ini bisa mengurangi keterlambatan. Sehingga dengan mengurangi faktorfaktor penyebab terjadinya keterlambatan diharapkan dampaknya bisa dikurangi atau dicegah. Dari hasil analisis keterlambatan didapatkan 5 (lima) kejadian keterlambatan yang diidentifikasi dalam proyek pembangunan pabrik PT. AHM, yaitu keterlambatan pembayaran oleh owner, keterlambatan material, keterlambatan pekerjaan akibat kesalahan kontraktor, keterlambatan akibat kesalahan owner, dan keterlambatan serah terima pekerjaan kontraktor. Keterlambatan tersebut diakibatkan oleh 13 (tiga belas) agen/penyebab keterlambatan yang telah diidentifikasi dan dapat disederhanakan menjadi 3 agen/penyebab utama berdasarkan diagram pareto yaitu perubahan gambar,kurang koordinasi dengan owner, dan adanya penambahan lingkup kerja.
