Abstract

According to the Central Statistics Agency, the City of South Tangerang has a population of 1,644,899 people with an area of 147.19 km2. Based on BPS in Banten Province, the economy of South Tangerang City in 2017 grew by 7.43% or grew faster than in 2016 which amounted to 6.85%. With the increase in population and rapid economic growth, this has led to an increase in the volume of vehicles due to the mobility needs of people, goods and services. Then a comparable transport service is needed to support all the activities of the surrounding community. The problem that arises in the field of transportation is the low level of road infrastructure services and congestion due to the meeting between the highway and railroad crossings. The high volume of traffic and the lack of coordination between road management and Railroad management, resulting in congestion often occurs when the Railroad doorstop is closed. This study uses a field survey method by conducting direct observations in the field to obtain the required data. To determine the performance of the road segment, the MKJI 1997 and LOS methods were used referring to Permenhub number KM 14 of 2006, whereas to calculate the queue length and normalization time that occurred due to the closure of the railroad gate using the shock wave theory. From the results of the analysis of the performance of the Serpong Highway in the morning and evening at the location of Pos 1 Wednesday, 20 November 2019, it produced a value of degree of saturation ≥ 0.8. with the LOS F value. The longest queue and the longest normalization time occurred on Wednesday, November 20, 2019 in the afternoon with the closing of the train doorstop at 17.00 with the closing duration (r) = 354.86 seconds and the normalization time (T) = 330.97 seconds and queue length (Qm) = 564.92 m. Keywords: Degree of Saturation, Service Level, Queue Length, Normalization Time, MKJI. Menurut Badan Pusat Statistik Kota Tangerang Selatan memiliki jumlah penduduk 1.644.899 Jiwa dengan luasan 147.19 km2 . Berdasarkan data BPS Provinsi Banten, perekonomian Kota Tangerang Selatan pada tahun 2017 tumbuh sebesar 7,43% atau tumbuh lebih cepat dibandingkan pada tahun 2016 sebesar 6,85%. Dengan bertambahnya jumlah penduduk dan pertumbuhan ekonomi yang pesat, hal ini mendorong peningkatan volume kendaraan akibat kebutuhan mobilitas manusia, barang dan jasa. Maka dibutuhkan pelayanan tranportasi yang sebanding untuk menunjang segala aktivitas masyarakat sekitar. Masalah yang muncul pada bidang transportasi adalah rendahnya tingkat pelayanan prasarana jalan raya dan kemacetan karena adanya pertemuan antara jalan raya dan perlintasan kereta api. Tingginya volume lalulintas dan kurangnya koordinasi antara manajemen jalan dengan manajemen perjalan Kereta Api, mengakibatkan kemacetan sering terjadi pada saat palang pintu Kereta Api ditutup. Penelitian ini menggunakan metode survei lapangan dengan malakukan pengamatan langsung di lapangan untuk mendapatkan data – data yang dibutuhkan. Untuk menentukan kinerja ruas jalan digunakan metode MKJI 1997 dan LOS mengacu pada permenhub nomor KM 14 tahun 2006, sedangkan untuk menghitung panjang antrian dan waktu penormalan yang terjadi akibat penutupan palang pintu kereta api menggunakan teori gelombang kejut. Dari hasil analisis kinerja ruas jalan Raya Serpong di pagi dan sore hari pada lokasi Pos 1 Rabu 20 November 2019 menghasilkan nilai derajat kejenuhan ≥ 0.8. dengan nilai LOS F. Antrian terpanjang dan waktu penormalan terlama terjadi pada hari Rabu, 20 November 2019 pada sore hari dengan penutupan palang pintu kereta api pada jam 17.00 dengan durasi penutupan (r) = 354.86 detik dan waktu penormalan (T) = 330.97 detik dan panjang antrian (Qm) = 564.92 m. Kata Kunci : Derajat Kejenuhan, Tingkat Pelayanan, Panjang Antrian,Waktu Penormalan, MKJI.
