Abstract

In few years since the fall of ISIS made foreign terrorist fighters want to return to their home countries. But to return to the country where therefrom is not easy. Mostly the country closing the borders for Ex. Foreign terrorist fighter of ISIS. Indonesia is one of the countries to close the repatriation to return Ex. Foreign Terrorist Fighter of ISIS. However, The Government of Indonesia has a plan to repatriate kids under the age of 10. According to the background, the purpose of this study is how media framing the issue of repatriating the kids of Ex. ISIS (Islamic State of Iraq and Syria) on of Tempo. Co and Kompas.com period of February to March 2020? Robert N. Entman Frame Analysis is the method for this research. Furthermore, this research using the constructivism paradigm and qualitative approach. Observation text and documentation are the technique for collecting the data and studying the document in accordance with the research objective. The results showed that Tempo.co and Kompas.com have the same focus or frame about repatriating the Kids of ISIS. The focus is on the protocol and regulation about repatriating. The differences between These media are the explanation in Tempo. co is more detailed and gives the writer argumentation. Meanwhile Kompas.com the majority of the news about this repatriating is the perspective about their interviewees. Keyword: Frame Analaysis, Robert N. Entman, ISIS, Tempo.co, Kompas.com, Repatriating. Kekalahan yang dialami oleh kelompok militan ISIS (Islamic State of Iraq and Syria) beberapa tahun belakangan ini membuat teroris lintas batas (Foreign terrorist fighter) untuk kembali ke negara asalnya masing-masing. Namun untuk kembali ke negara asal para teroris lintas batas tidaklah mudah. Banyak negaranegara yang menutup pintu kepulangan mantan teroris lintas batas ISIS. Termasuk Indonesia yang menutup pintu kepulangan tersebut. Namun, Pemerintah Indonesia memiliki wacana untuk memulangkan anak-anak dibawah 10 tahun untuk dipulangkan ke Indonesia. Berdasarkan latar belakang diatas, maka rumusan masalah pada penelitian ini adalah Bagaimana Media Memframing Pemberitaan Pemulangan Anak Eks Isis (Islamic State of Iraq and Syria) PadaTempo.Co, Kompas.Com Periode Februari Sampai Dengan Maret 2020?. Analisis Framing model Robert N. Entman adalah metode analisis yang digunakan pada penelitian ini. Selain itu, penelitian ini menggunakan paradigma konstruktivisme dan pendekatan kualitatif. Teknik pengumpulan datanya dilakukan dengan melakukan observasi teks dan juga dokumentasi dengan mempelajari dokumen yang isinya sesuai dengan tujuan penelitian. Hasil penelitian menunjukan, bahwa antara Tempo.co dan Kompas.com memiliki penonjolan isu yang sama dalam memberitakan isu kepulangan Anak Eks ISIS yaitu tentang kebijakan pemerintah. Perbedaan pada antara kedua media ini adalah Tempo.co menjelaskan secara detail dan disertai argumentasi dari penulis mengenai anak-anak Eks ISIS. Sedangkan Kompas.com dalam menjelaskan kepulangan Anak Eks ISIS mayoritas hanya menggunakan pendapat dari narasumber saja. Keyword: Analisis Framing, Robert N.
