Abstract

DKI Jakarta City as the Metropolitan Capital has various urgent urban problems to be addressed. From the results of the identification of wastewater management in DKI Jakarta, it can be seen that 71% of wastewater is still managed individually with septic tanks, 16% with individual treatment (individual treatment), 2% with sewerage (piping), and 11% is not treated at the same time. once (in the slum area). Variation Order is something that always happens in every construction project, in several studies it was found to be one of the factors causing claims. Variation orders or change orders always have implications for costs and time, regardless of the variation there will be a risk to the work being done both in terms of work delays and additional costs that must be borne. Research using the SPSS and Relative Importance Index (RII) methods was carried out to find out what factors cause variation order (VO). Based on the results of the responses from the correspondents, the 5 (five) dominant factors causing the occurrence of VO are design changes, the owner instructs additional work, details of the initial tender drawings that are incomplete/unclear, differences in the demands of the project owner (owner) for optimizing building functions , and delays in shopdrawing approval by consultants and owners. Keywords: Variation Order, SPSS, Relative Importance Index, Wastewater Kota DKI Jakarta sebagai Ibukota Metropolitan memiliki berbagai masalah perkotaan yang mendesak untuk diatasi. Dari hasil identifikasi terhadap pengelolaan air limbah di DKI Jakarta terlihat bahwa 71 % air Limbah masih di kelola secara individual dengan septic tank, 16% dengan inlividual treatment (pengolahan secara individual), 2% dengan sewerage (perpipan), dan 11% tidak diolah sama sekali (pada kawasan area kumuh). Variation Order merupakan hal yang selalu terjadi pada setiap proyek konstruksi, pada beberapa penelitian ditemukan sebagai salah satu faktor penyebab terjadinya klaim. Pesanan variasi atau perintah perubahan selalu memiliki implikasi terhadap biaya dan waktu, apapun variasinya akan ada risiko terhadap pekerjaan yang sedang dikerjakan baik dalam keterlambatan pekerjaan maupun biaya tambahan yang harus ditanggung. Penelitian dengan metode SPSS dan Relative Importance Index (RII) dilaksanakan untuk mengetahui faktor-faktor apa saja yang menjadi penyebab terjadinya variation order (VO). Berdasarkan hasil tanggapan dari koresponden maka didapatkan 5 (lima) faktor dominan penyebab terjadinya VO adalah perubahan desain / design changes, pemilik menginstruksikan pekerjaan tambahan, detail gambar tender awal yang kurang lengkap/ kurang jelas, perbedaan permintaan pemilik proyek (owner) untuk optimalisasi fungsi bangunan, dan keterlambatan dalam persetujuan shopdrawing oleh pihak konsultan dan owner.
