Abstract

Kebayoran Station is a train station located near the Kebayoran Lama Market in South Jakarta with busy activities where at certain hours many vehicles pass in the area around Kebayoran Station, and not a few users of the Kebayoran Station train use private vehicles for transportation to Kebayoran Station. This triggers an increase in the number of vehicles entering the station and creates a need for parking spaces. The purpose of the study was to analyze the parking characteristics of Kebayoran Station and the performance of the roads in front of the entrance and exit of the Kebayoran Station parking lot. This research was conducted by a direct survey, for parking characteristics carried out in the parking lot of Kebayoran Station which consists of the west parking of Kebayoran Station and the east parking of Kebayoran Station. Meanwhile, the road segment performance is carried out on Jalan Kramat which is in the west parking lot of Kebayoran Station and Jalan Mesjid Al Huda which is in the east parking lot of Kebayoran Station. The survey was carried out for three days consisting of two working days and one holiday. The road segment performance survey is carried out during peak hours. From the results of the analysis, the parking characteristics of Kebayoran Station are as follows: on Sunday, May 2, 2021, the parking capacity at Kebayoran Station both in the west parking lot and in the east parking lot does not meet the demand for vehicle parking spaces. On Monday, May 3, 2021 and Tuesday, May 4, 2021, the parking capacity at Kebayoran Station in the west parking lot can still meet the demand for vehicle parking spaces, but in the east parking spaces there is not enough parking space for vehicles. One alternative for parking capacity to meet the demand for parking spaces is to transfer parking to available parking lots so that parked vehicles do not meet in one parking lot only. For road performance, on Jalan Kramat which is in the west parking lot of Kebayoran Station, with a service level (LOS) category D from 16.00 to 17.00 WIB. Meanwhile, the performance of the road segment on Jalan Mesjid Al Huda which is located in the east parking lot of Kebayoran Station, with a service level (LOS) category D at 07.00 to 08.00 WIB. One of the alternatives to improve the performance of the road segment is to control the traders who are on the road so that the level of service (LOS) becomes category B. Stasiun Kebayoran adalah stasiun kereta api yang terletak di dekat Pasar Kebayoran Lama di Jakarta Selatan dengan aktivitas yang padat dimana pada jam – jam tertentu banyak kendaraan yang melintas di daerah sekitar Stasiun Kebayoran, dan tidak sedikit para pengguna kereta api Stasiun Kebayoran yang menggunakan kendaraan pribadi untuk menuju Stasiun Kebayoran. Hal tersebut memicu meningkatnya jumlah kendaraan yang masuk stasiun dan menimbulkan kebutuhan terhadap ruang parkir. Tujuan penelitian adalah untuk menganalisis karakteristik parkir Stasiun Kebayoran dan kinerja ruas jalan di depan pintu masuk dan keluar parkir Stasiun Kebayoran. Penelitian ini dilakukan dengan cara survei langsung, untuk karakteristik parkir dilakukan di lahan parkir Stasiun Kebayoran yang terdiri dari parkir barat Stasiun Kebayoran dan parkir timur Stasiun Kebayoran. Sedangkan untuk kinerja ruas jalan dilakukan di Jalan Kramat yang berada di parkir barat Stasiun Kebayoran dan Jalan Mesjid Al Huda yang berada di parkir timur Stasiun Kebayoran. Waktu pelaksaan survei dilakukan selama tiga hari yang terdiri dari dua hari kerja dan satu hari libur. Untuk survei kinerja ruas jalan dilakukan pada jam – jam sibuk. Dari hasil analisis diperoleh karakteristik parkir Stasiun Kebayoran adalah sebagai berikut : pada hari Minggu, 2 Mei 2021, kapasitas parkir di Stasiun Kebayoran baik di parkir barat maupun di parkir timur tidak mencukupi permintaan ruang parkir kendaraan. Pada hari Senin, 3 Mei 2021 dan Selasa, 4 Mei 2021, kapasitas parkir di Stasiun Kebayoran di parkir barat masih dapat mencukupi permintaan ruang parkir kendaraan, tetapi di parkir timur tidak mencukupi permintaan ruang parkir kendaraan. Salah satu alternatif untuk kapasitas parkir dapat mencukupi permintaan ruang parkir, dilakukan pengalihan parkir ke lahan parkir yang tersedia sehingga kendaraan yang terparkir tidak memenuhi di salah satu lahan parkir saja. Untuk kinerja ruas jalan, di Jalan Kramat yang berada di parkir barat Stasiun Kebayoran, dengan tingkat pelayanan (LOS) kategori D pada pukul 16.00 sampai 17.00 WIB. Sedangkan kinerja ruas jalan di Jalan Mesjid Al Huda yang berada di parkir timur Stasiun Kebayoran, dengan tingkat pelayanan (LOS) kategori D pada pukul 07.00 sampai 08.00 WIB. Salah satu alternatif untuk perbaikan kinerja ruas jalan, dilakukan penertiban untuk pedagang yang berada di ruas jalan sehingga tingkat pelayanan (LOS) menjadi kategori B.
