Abstract

The course of the project sometimes does not match the realization of many things that cannot be predicted, such as the RUSUNAWA construction project which was affected by COVID-19. This impact resulted in not meeting the planned realization both in terms of cost and time. This study aims to evaluate the performance during the project and also to find out the profits or losses received by the contractor. The method used to evaluate this research uses the Earned Value method, Earned Value is one of the methods used in evaluating or controlling projects that combines elements of schedule, cost, and work performance to calculate the estimated cost and time required to complete the project to completion. The earned value illustrates that from the output graphs of BCWS, BCWP and ACWP at the end of the week of review, there is a significant difference which means that the realization is not close to or not better than the initial plan so that the performance set is slower than planned by the project. The results on the calculation of the 63rd week show the value (SPI < 1) indicating the project performance shows slower than the plan and the value (CPI < 1) which means the costs incurred are greater than the plan. Keywords: Cost, Time, Earned Value, Covid-19, Delay Jalannya proyek terkadang tidak sesuai realisasi banyak hal yang tidak dapat dipredikasi seperti pada proyek pembangunan RUSUNAWA ini yang sempat terkena dampak COVID-19. Dampak itu mengakibatkan tidak sesuai realisasi yang sudah direncankan baik dari segi biaya dan waktu. Penelitian ini bertujuan untuk mengevaluasi kinerja selama proyek berlangsung dan juga untuk mengetahui keuntungan atau kerugian yang diterima oleh pihak kontraktor. Metode yang digunakan untuk mengevaluasi pada penelitan ini menggunakan metode Earned Value, Earned Value merupakan salah satu metode yang digunakan dalam mengevaluasi atau pengendalian proyek yang memadukan unsur jadwal, biaya, dan prestasi pekerjaan untuk menghitung perkiraan biaya dan waktu yang dibutuhkan untuk menyelesaikan proyek sampai selesai. Dari earned value menggambarkan bahwa dari hasil output grafik BCWS, BCWP dan ACWP minggu akhir peninjauan terlihat perbedaan signifikan yang berarti realisasi tidak mendekati atau tidak lebih baik dari rencana awal sehingga kinerja yang ditetapkan lebih lambat dari yang telah direncanakan oleh proyek.. Hasil pada perhitungan minggu ke63 menunjukan nilai (SPI < 1) menunjukan kinerja proyek menunjukan lebih lambat dari rencana dan pada nilai (CPI < 1) yang berarti biaya yang dikeluarkan lebih besar dari rencana.
