Abstract

Traffic conditions on the North Coast (Pantura) route of Brebes Regency, especially on roads leading to the innercity direction, are quite congested. This causes traffic flow to stagnate even to the point of congestion at certain times which results in cost and time swelling by road users who pass through these roads. The research method was carried out, namely data collection and analysis of data calculations to determine the savings in Vehicle Operating Costs (BOK) and the savings in Time Value of the Brebes - Tegal Pantura Road after the construction of the Brebes - Tegal North Ring Road. From this analysis, it was found that the conditions and characteristics of the existing road traffic before the construction of the Brebes – Tegal North Ring Road. The results of road performance analysis show that the value of the Road Service Level (LOS) before the construction of the Brebes – Tegal North Ring Road is stable for the next 4-5 years in 2024-2025, and after the construction of the Brebes – Tegal North Ring Road, the traffic flow is still stable for the next 15-16 years in 2036-2037. And obtained the percentage of vehicle displacement to the ring road of 53.33%, and the percentage of vehicles still on the existing road of 46.67%. And the percentage of total vehicle operational cost savings (BOK) and time value after the construction of the Brebes - Tegal North Ring Road in 2021 is 4.31% and 1.76% and in the following year continues to increase around the next 16-18 years. Keywords: Existing Traffic Performance, Degree of Saturation, Vehicle Operating Costs (BOK), Time Value Kondisi lalu-lintas di jalur Pantai Utara (Pantura) Kabupaten Brebes khususnya di jalan yang menuju arah dalam kota cukup padat. Sehingga menyebabkan arus lalu-lintas menjadi tersendat bahkan sampai terjadi kemacetan di waktu-tertentu yang mengakibatkan adanya pembengkakan biaya dan waktu oleh pengguna jalan yang melewati ruas jalan tersebut. Metode penelitian dilakukan yaitu pengumpulan data serta analisa perhitungan data untuk mengetahui besar penghematan Biaya Operasi Kendaraan (BOK) dan penghematan Nilai Waktu Jalan Pantura Brebes – Tegal setelah adanya pembangunan Jalan Lingkar Utara Brebes – Tegal. Dari Analisa tersebut didapatkan hasil kondisi dan karakteristik lalu lintas jalan eksisting sebelum adanya pembangunan Jalan Lingkar Utara Brebes – Tegal. Hasil analisa kinerja ruas jalan menunjukkan nilai Tingkat Pelayanan Jalan (LOS) sebelum adanya pembangunan Jalan Lingkar Utara Brebes – Tegal stabil untuk 4-5 tahun kedepan pada tahun 2024-2025, dan sesudah adanya pembangunan Jalan Lingkar Utara Brebes – Tegal arus lalu-lintas masih stabil untuk 15-16 tahun kedepan pada tahun 2036-2037. Serta didapatkan Persentase perpindahan kendaraan ke jalan lingkar sebesar 53,33%, dan persentase kendaraan tetap dijalan eksisting sebesar 46,67%. Serta didapatkan persentase total penghematan Biaya Operasional Kendaraan (BOK) dan Nilai Waktu setelah adanya pembangunan Jalan Lingkar Utara Brebes - Tegal pada tahun 2021 sebesar 4,31% dan 1,76% dan pada tahun selanjutnya terus meningkat sekitar 16-18 tahun kedepan.
