Abstract

A construction project is a series of activities related to efforts to construct a building within a certain cost, time and quality limit which includes main work in the fields of civil engineering and architecture. Cost, time and quality constraints are very important in a construction project, because implementing these limits will make every construction project get good quality construction results. These cost, time and quality constraints are very important in good management, especially those related to the budget plan for construction projects. The construction project for the Strada Yos Sudarso school building, which was planned to be completed in 46 weeks or 322 days with an agreed contract value of Rp. 16,000,000,000,-. However, the implementation was delayed, so the contractor requested an extension of time. The purpose of this study was to determine the cost and time performance at the end of the project completion as well as the factors causing the delay or progress of the project and its evaluation for further development The method used in this research is the Earned Value Concept, which is one of the control methods used to control project costs and time in an integrated manner and combines elements of cost and time as well as job performance. Data obtained from the project include Time Schedule, Budget Plan, daily/weekly project reports and actual costs which are then analyzed for costs, schedules, variances and performance indices. From the analysis it was found that the costs incurred were lower than the budgeted costs. This is indicated by the CPI value = 1.321 and the implementation time is slower than the planned schedule. This is indicated by the SPI value of 0.9433. The estimated cost value at the end of the report is shown at Rp. 12,339,583,629, - with an estimated time of completion of 365 days, which means that the project has been delayed by 43 days from the plan, which is 322 days. This work delay was caused by various factors such as a change in the design of the employer, delays in material materials due to the enactment of PSBB during the COVID-19 pandemic. Proyek konstruksi adalah suatu rangkaian kegiatan yang berkaitan dengan upaya pembangunan suatu bangunan dalam batasan biaya, waktu dan mutu tertentu yang mencakup pekerjaan pokok dalam bidang teknik sipil dan arsitektur. Batasan biaya, waktu dan mutu menjadi sangat penting dalam sebuah proyek konstruksi, karena dengan menjalankan batasan tersebut akan menjadikan setiap proyek konstruksi mendapatkan hasil konstruksi yang berkualitas baik. Batasan biaya, waktu dan mutu ini sangatlah penting dalam pengelolaan manajemen yang baik khususnya yang berkaitan dengan rencana anggaran biaya pada proyek konstruksi. Proyek pembangunan gedung sekolah Strada Yos Sudarso yang pada perencanaannya dijadwalkan selesai 46 minggu atau 322 hari dengan nilai kontrak yang sudah disepakati Rp. 16.000.000.000,-. Namun pada pelaksanaannya mengalami keterlambatan, sehingga pihak kontraktor mengajukan perpanjangan waktu. Tujuan penelitian ini adalah untuk mengetahui kinerja biaya dan waktu pada akhir penyelesaian proyek serta faktor penyebab adanya keterlambatan ataupun kemajuan proyek tersebut serta evaluasinya untuk pembangunan selanjutnya. Adapun metode yang digunakan dalam penelitian ini adalah Konsep Nilai Hasil (Earned Value Concept) yang merupakan salah satu metode pengendalian yang digunakan untuk mengendalikan biaya dan waktu proyek secara terpadu dan memadukan unsur biaya dan waktu serta prestasi pekerjaan. Data didapatkan dari proyek tersebut antara lain Time Schedule, Rencana Anggaran Biaya, laporan harian/mingguan proyek serta biaya aktual yang kemudian dilakukan analisa biaya, jadwal, varians dan indeks performansi. Dari analisa didapatkan bahwa biaya yang dikeluarkan lebih rendah dari biaya yang dianggarkan. Hal ini ditunjukan dengan nilai CPI= 1.321 dan waktu pelaksanaan lebih lambat dari jadwal yang direncanakan. Hal tersebut ditunjukan dengan nilai SPI sebesar 0.9433. Adapun nilai perkiraan biaya pada akhir pelaporan ditunjukan sebesar Rp. 12.339.583.629,- dengan perkiraan waktu yang diselesaikan 365 hari yang artinya proyek mengalami keterlambatan sebesar 43 hari dari rencana yaitu 322 hari. Keterlambatan pekerjaan ini disebabkan oleh berbagai faktor seperti adanya perubahan desain dari pemberi kerja, keterlambatan bahan material karena diberlakukannya PSBB pada masa pandemic covid-19.
