Abstract

Road Tanjung Barat Raya is one of the access roads that is always jammed, this is due to several factors such as the high activity of traveling to the Depok and Jakarta buffer zones, and thelong queues on the U-Turn with the DKI Jakarta-Depok commuter rail crossing. To overcome this condition, the government built a Fly Over and is currently using it. For this reason, the study will analyze traffic performance on the road section after the construction of the Fly Over which is located on Jl. Tanjung Barat Raya, the direction of Pasar Minggu and the direction of Depok. The method used for this research is the Indonesian Road Capacity Manual method (MKJI 1997). Primary data is obtained by conducting a geometric survey, road speed, traffic volume, and side disturbances. While secondary data in the form of traffic performance before the Tanjung Barat Fly Over was built, obtained from previous studies. The results of the analysis on the performanceof the Tanjung Barat Raya road after the fly over construction during the PPKM period showed that the value of the service level A (VCR = 0.10) in the afternoon the direction to Depok, with an average speed of 39.33 km/hour. In the morning the direction toDepok shows that the value of service level A (VCR = 0.07) with an average speed of 45.03 km/hour. In the morning the direction to the Sunday market shows that the value of service level A (VCR = 0.10) with an average speed of 36.96 km/hour. In the afternoon, the direction to Pasar Minggu shows that the value of service level A (VCR = 0.07) with an average speed of 48.36 km/hour. Before construction, it showed that the service level value was F, with reference to the DS value of 1.06 in the afternoon heading to Depok, and the average speed of 37.38 km/hour. Thus the traffic performance will be better after the flyover, especially in the direction of Depok. The prediction of the level of service if PPKM is not implemented also shows the same level, namely A,so it is necessary to look further at the performance of the road during normal times (after the pandemic) to get conditions that are equivalent to before construction. Keywords: Traffic Volume, Speed, Service Level, Tanjung Barat fly over JalanTanjung Barat Raya adalah salah satu akses jalan yang selalu terjadi kemacetan, hal ini dikarenakan beberapa faktor seperti tingginya aktifitas perjalanan menuju daerah penyangga Depok maupun Jakarta, danpanjangnya antrian pada U-Turn dengan perlintasan jalur kereta komuter DKI Jakarta-Depok. Untuk mengatasi kondisi tersebut pemerintah membangun Fly Over dan saat ini telah digunakan. Untuk itu penelitian akan menganalisis kinerja lalu lintas pada ruas jalan tersebut pasca pembangunan Fly Over yang terletakdi Jl. Tanjung Barat Raya, arah Pasar Minggu dan arah Depok. Metode yang digunakan untuk penelitian ini adalah metode Manual Kapasitas Jalan Indonesia (MKJI 1997). Data primer didapat dengan melakukan survei geometrik, kecepatan pada ruas jalan, volume lalu lintas, dan gangguan samping. Sedangkan data sekunder berupa kinerja lalu lintas sebelum dibangun Fly Over Tanjung Barat diperoleh dari kajian sebelumnya. Hasil analisis pada kinerja ruas jalan Tanjung Barat Raya pasca pembangunanfly overdi masa PPKM menunjukkan bahwa nilai tingkat pelayanan A (VCR= 0.10) pada sore hari arah ke Depok ,dengan kecepatan rata-rata 39,33 km/jam.Pada pagi hari arah ke depok menunjukan bahwa nilai tingkat pelayanan A (VCR= 0.07) dengan kecepatan rata-rata 45,03 km/jam. Pada pagi hari arah ke Pasar minggu menunjukan bahwa nilai tingkat pelayanan A (VCR= 0.10) dengan kecepatan rata-rata 36,96 km/jam. Pada sore hari arah ke Pasar minggu menunjukan bahwa nilai tingkat pelayanan A (VCR= 0.07) dengan kecepatan rata-rata 48,36 km/jam. Pada sebelum kontruksi menunjukan bahwa nilai tingkat pelayanan F ,dengan acuan nilai DS 1,06 pada sore hari arah ke Depok ,dan ratarata kecepatan sebesar 37,38 km/jam. Dengan demikian kinerja lalu lintas menjadi lebih baik setelah adanya jembatan layang tersebut, terutama pada arah Depok. Prediksi tingkat pelayanan jika tidak diterapkan PPKM juga menunjukkan level yang sama yaitu A, sehingga perlu dilihat lebih jauh kinerja jalan tersebut pada saat masa normal (setelah pandemi) untuk mendapatkan kondisi yang setara dengan sebelum pembangunan.
