Abstract

The government and the community have fully realized the risk of liquefaction as a threat of disaster following the earthquake in Palu on September 28, 2018. The mitigation campaign must be carried out from the beginning after the disaster, considering that Palu, which was split by the Palu-Koro fault, is earthquake-prone. This mission is more efficient, supported by cyber media that is able to convey various formats of information and is easily accessible to survivors. This research with a descriptive qualitative approach plus content analysis examines the collaboration between the Palu City BPBD and Palu cyber media to carry out risk communication in the first post-disaster year. It was found that there were latent problems in each party that hindered the realization of the desire to collaborate for mitigation education. For survivors of daily socio-economic problems, the difficulties of living in refugee camps and chaos in post-disaster management are more urgent to be resolved than anticipating disaster risks. Mitigation education encouraging self-adaptive behavior against disaster threats is needed in order to reduce the impact of a recurrence of liquefaction according to the cycle. Its implementation requires credible communicators with material according to conditions and responds to the priority needs of survivors. Risiko likuifaksi sebagai ancaman bencana, baru benar-benar disadari pemerintah dan masyarakat menyusul terjadinya gempa di Palu pada 28 September 2018. Kampanye mitigasinya harus dilakukan sedari awal pascabencana mengingat Palu yang dibelah sesar Palu-Koro rawan gempa. Misi tersebut lebih efisien didukung media siber yang mampu menyampaikan beragam format informasi dan mudah diakses penyintas. Penelitian berpendekatan kualitatif diskriptif ditambah content analisys ini meneliti kolaborasi antara BPBD Kota Palu dengan media siber Palu menjalankan komunikasi risiko pada satu tahun pertama pascabencana. Didapati ada masalah laten di masing-masing pihak yang menghambat terwujudnya keinginan berkolaborasi untuk edukasi mitigasi. Bagi penyintas masalah social ekonomi sehari-hari, kesulitan hidup di pengungsian dan kisruh penanganan pascabencana lebih mendesak untuk dituntaskan dibanding mengantisipasi risiko bencana. Edukasi mitigasi mendorong perilaku mandiri adaptif terhadap ancaman bencana sangat dibutuhkan demi mengurangi dampak terulangnya likuifaksi sesuai siklusnya. Pelaksaannya mensyaratkan komunikator kredibel dengan materi sesuai kondisi dan menjawab kebutuhan prioritas kebutuhan penyintas.
