Abstract

With the increasing population and vehicles of Kota Tangerang, traffic congestion can no longer be avoided. One of the strategies of the Tangerang City government to reduce congestion problems is to implement Bus Rapid Transit (BRT) as affordable mass transportation, namely the Trans Kota Tangerang Ayo BRT or more commonly called the Tayo bus, operating for the first time in 2016 for Corridor I, 2018. opened for corridor II and at the end of 2019 opened for corridor III with the route CBD Ciledug - Tangcity. This route has become a favorite route in early 2020. With the relatively short operational time, it is necessary to evaluate the effectiveness of the service. The methodology used for sampling is random sampling with the required number of samples of 100 respondents from questionnaires in the field to Tayo bus passengers. The results of data on customer satisfaction factors and customer expectation factors for the performance were tested using a questionnaire method and tested with the SPSS 23.0 application which obtained validity and reliability up to the Cartesian diagram to get a suggestion for improvement. From the results of the study, the lowest route load factor was .7.7% while the highest was 97.9%. The condition of this research was carried out during the COVID-19 pandemic. The travel time on the Tayo bus is 41 minutes – 46 minutes on average. The difference in arrival time between buses (headway) on average is 17 minutes on holidays. The comfort rate for passenger seats is 0.22 m2/seats and passenger stands are 0.15 m2/space with a carrying capacity of 1 bus as many as 40 passengers. Based on the answers of respondents or passengers, the factors that become the main priority of passenger satisfaction and passenger expectations are in quadrant A. In accordance with the analysis of the assessment of The BRT Standard- 2016, the Tayo bus corridor III is not a BRT-based mass transportation, because it does not meet the basic BRT standards. Keywords: Bus Rapid Transit (BRT), Minimum Service Sandartd, Importance Performance Analysis (IPA) Dengan seiring bertambahnya penduduk dan kendaraan Kota Tangerang, kepadatan lalu lintas tidak dapat dihindari lagi. Salah satu strategi pemerintah Kota Tangerang guna mengurangi masalah kemacetan yaitu dengan menerapkan Bus Rapid Transit (BRT) sebagai transportasi massal yag bertarif terjangkau yakni BRT Trans Kota Tangerang Ayo atau lebih sering disebut bus Tayo, beroperasi pertama kali pada tahun 2016 untuk koridor I, tahun 2018 dibuka untuk koridor II dan akhir tahun 2019 di buka untuk koridor III dengan rute CBD Ciledug – Tangcity. Rute tersebut menjadi rute favorite di awal 2020. Dengan waktu operasional yang terbilang belum cukup lama perlu adanya evaluasi atas efetivitas pelayanan. Metodologi yang digunakan untuk pengambilan sampel yaitu sampel random sampling dengan jumlah sampel yang diperlukan adalah 100 responden yang berasal dari penyebaran kuesioner di lapangan pada penumpang bus Tayo. Hasil data faktor kepuasan pelanggan dan factor harapan dari pelanggan atas kinerja tersebut diuji dengan metode kuesioner dan diuji dengan aplikasi SPSS 23.0 yang didapatkan validitas dan reabilitas sampai diagram kartesius untuk mendapatkan usulan perbaikan. Dari hasil penelitian didapatkan load factor rute terendah adalah .7.7% sedangankan terringgi adalah 97.9%. kondisi penelitian ini dilaksankan di masa pnedmi covid-19. Waktu tempuh pada bus Tayo inirata – rata selama 41 menit – 46 menit. Selisih waktu kedatangan antar bus (headway) rata – rata teringgi adalah 17 menit terjadi pada hari libur. Angka kenyamanan untuk tempat duduk penumpang 0,22 m2/seats dan tempat berdiri penumpang 0,15 m2/space dengan kapasitas angkut 1 bus sebanyak 40 penumpang. Berdasarkan jawaban responden atau penumpang dapat faktor-faktor yang menjadi perioritas utama kepuasan penumpang dan harapan penumpang berada pada kuadran A. Sesuai dengan analisis penilaian The BRT Standard- 2016, bus Tayo koridor III bukan angkutan massal berbasis BRT, karena tidak memenuhi Standar basic BRT Kata kunci : Bus Rapid Transit (BRT), Standar Pelayanan Minimum, Importance Performance Analysis (IPA)
