Abstract

Cinere Mall is a trading center located on Jalan Cinere Raya, Depok, West Java. The purpose of this research is to overcome the problem of the frequent accumulation of parking vehicles in front of Cinere Mall because the off street parking capacity seems full, especially during rush hours. The reduced performance of the intersection will cause losses in road use due to decreased speed, increased delays and queues of vehicles which result in increased vehicle operating costs. The method used in this study was a direct survey to the field to obtain the number of vehicles entering, leaving and parking at Cinere Mall as well as the volume of vehicles on Jalan Cinere Raya simultaneously. The variables analyzed are parking volume, parking accumulation, parking duration, parking turnover rate, parking capacity, parking provision and parking index as well as traffic volume, road capacity, degree of saturation, level of road service, free flow speed with reference to the Directorate General of Highways MKJI 1997 uses a 1 hour time interval parameter, namely 08.00 – 22.00 which is carried out for three working days on Saturday and Sunday in the range of November 2022 to December 2022. From the results of the analysis it can be concluded that the characteristics of off street parking at Cinere Mall for four-wheeled and two-wheeled vehicles have the highest parking accumulation of 86 vehicles and 245 vehicles respectively, the vehicle parking duration ranges from 0 – 1 hour for four-wheeled and two-wheeled vehicles , the total volume of cars is 462 vehicles and two-wheeled vehicles is 1132 vehicles, the average parking turnover rate is 3.02 cars/parking space and 3.77 motorbikes/parking space. From these data it can be seen that parked four-wheeled and two-wheeled vehicles have a parking index of less than 100%, this can indicate that the parking capacity at the Cinere Mall can still accommodate requests with sufficient vehicle traffic and average speed on the road. Cinere Raya street stable where the level of service or Level of Service (LOS) is C (for direction 1) with an average speed of 45 km/hour and C (for direction 2) and light vehicle speed of 46 km/hour. Due to sufficient capacity but parking users at Cinere Mall lack discipline in using the available parking slots, the solution to this problem is to add parking guard posts to discipline parking users who park their vehicles according to the provisions. Keywords: Off street, Capacity, Level of Service and MKJI 1997 Cinere Mall adalah salah satu pusat perdagangan yang terletak di Jalan Cinere Raya, Depok Jawa Barat. Tujuan dari penelitian ini adalah untuk memcahkan masalah sering terjadinya penumpukan kendaraan parkir di depan Cinere Mall karena kapasitas pakir off street yang terlihat penuh terutama pada jam sibuk. Dengan menurunnya kinerja simpang akan menimbulkan kerugian pada penggunaan jalan karena terjadinya penurunan kecepatan, peningkatan tundaan dan antrian kendaraan yang mengakibatkan naiknya biaya operasional kedaraan. Metode yang digunakan dalam penelitian ini adalah survei langsung di lapangan untuk mendapatkan jumlah kendaraan yang masuk, keluar dan yang terparkir di Cinere Mall serta volume kendaraan di Jalan Cinere Raya secara bersamaan. Variabel yang dianalisis adalah volume parkir, akumulasi parkir, durasi parkir, tingkat perputaran parkir, kapasitas parkir, penyediaan parkir dan indeks parkir serta volume lalulintas, kapasitas ruas jalan, derajat kejenuhan, tingkat pelayanan jalan, kecepatan arus bebas dengan berpedoman pada Direktorat Jendral Bina Marga MKJI 1997 menggunakan parameter interval waktu 1 jam yaitu pukul 08.00 - 22.00 yang dilakukan pada tiga hari kerja di hari sabtu dan minggu pada rentang bulan November 2022 sampai Desember 2022. Dari hasil analisis diperoleh kesimpulan bahwa karakteristik parkir off street di Cinere Mall untuk kendaraan roda empat dan roda dua memiliki akumulasi parkir tertinggi berturut-turut sebesar 86 kendaraan dan 245 kendaraan, durasi kendaraan parkir berkisar antara range waktu 0 – 1 jam untuk kendaraan roda empat dan kendaraan roda dua, total volume untuk mobil sebesar 462 kendaraan dan 1132 kendaraan roda dua, tingkat pergantian parkir rata-rata sebesar 3,02 mobil/petak parkir dan 3,77 sepeda motor/petak parkir. Dari data tersebut dapat dilihat bahwa kendaraan roda empat dan roda dua yang parkir mempunyai indeks parkir kurang dari 100%, hal ini dapat menunjukkan bahwa kapasitas ruang parkir pada Cinere Mall masih bisa menampung permintaan dengan arus kendaraan dan kecepatan rata-rata di Jalan Cinere Raya cukup stabil dimana tingkat pelayanan jalan atau Level of Service (LOS) yaitu C (untuk arah 1) dengan kecepatan rata-rata 45 km/jam dan C (untuk arah 2) serta kecepatan kendaraan ringan sebesar 46 km/jam. Dikarenakan kapasitas yang sudah memadahi tetapi pengguna parkir di Cinere Mall yang kurang disiplin dalam menggunakan slot parkir yang tersedia, maka solusi dari masalah ini adalah dengan menambah pos jaga parkir guna menertibkan pengguna parkir yang memarkir kendaraannya sesuai dengan ketentuan.
