Abstract

Sustainable construction development is currently a global concern in order to stimulate the growth of development practices with the concept of Green Building, especially in Indonesia as a step to reduce the amount of carbon emissions. With the existence of Regulations related to Green Buildings issued by the Ministry of Public Works and Public Housing, it makes it easier to assess objects so that they get Performance ratings according to PUPR Ministerial Regulation 21 of 2021 with Primary, Middle and Primary standards. From the results of Structural Equation Modeling - Partial Least Square (SEM-PLS), for High-Rise Residential, it was found that 10 factors were the most influential. To get the rating value of each criterion, it can be done with System Dynamic modeling so that the results of the Assessment of the existing building are obtained. Meanwhile, to improve accuracy regarding implementation time, the Manual Program Evaluation and Review Technique (M-PERT) method was used and the resulting time accuracy was up to 98.88%. Keywords : Green Buildings, SEM-PLS, Dynamic Systems, M-PERT, High Rise Residential, Time Accuracy Pembangunan konstruksi yang berkelanjutan saat ini menjadi perhatian dunia guna merangsang tumbuhnya praktik pembangunan yang berkonsep Bangunan Hijau (Green Building) khususnya di Indonesia sebagai langkah untuk mengurangi jumlah emisi karbon. Dengan adanya Regulasi terkait Bangunan Gedung Hijau yang dikeluarkan Kementerian Pekerjaan Umum dan Perumahan Rakyat memudahkan dalam menilai objek sehingga mendapatkan penilaian Kinerja sesuai Permen PUPR 21 Tahun 2021 dengan standar Pratama, Madya, dan Utama. Dari hasil pemodelan Structural Equation Modelling – Partial Least Square (SEM-PLS), untuk Hunian Bertingkat Tinggi didapatkan 10 faktor yang paling berpengaruh. Untuk mendapatkan nilai rating dari tiap kriteria, dapat dilakukan dengan permodelan Sistem Dinamik sehingga diperoleh hasil Assesment dari bangunan eksisting. Sedangkan untuk meningkatkan akurasi terkait waktu pelaksanaan digunakan metode Manual Program Evaluation and Riview Technique (M-PERT) dan dihasilkan akurasi waktu hingga 98,88%.
