Abstract

The construction implementation process is growing, where the main contractor who gets the work contract then breaks up the work and hands it over to the subcontractors. This is due to the increasingly complex construction work, so that the main contractor as the construction executor needs subcontractors/specialist contractors for certain jobs that require special skills. To be able to carry out these activities, it must be supported by a cooperation that is bound by subcontracts, one of which regulates the method of payment. The cash flow problems of contractors and subcontractors were mainly caused by late payments which greatly affected project performance. One of the causes of project delays is the late payment of the project owner to the contractor. The direct impact of the late payment can cause the contractor's finances to be unhealthy so that the contractor's performance can decrease and the project can be stopped. In addition, to reduce the financial burden, contractors will delay payments to subcontractors. So if the subcontractor does not have sufficient capital and the delay lasts for a long time, it is certain that the subcontractor will lose and even go bankrupt. Based on the formulation of the problem that the authors describe, the purpose of this study is to identify the factors that impact late payments by contractors to subcontractors for contractors and for subcontractors and identify the most dominant factors that impact late payments by contractors to subcontractors for contractors and subcontractors. . The study was conducted on 30 respondents from contractors and subcontractors on toll road construction projects in the Jabodetabek area. By using the factor analysis method with a dominance level of >65%, it is found that the most dominant cause for the contractor is a decrease in productivity and project delays and for the subcontractor is the disruption of the company's health and financial performance. Proses pelaksanaan konstruksi semakin berkembang, dimana kontraktor utama yang mendapatkan kontrak pekerjaan selanjutnya memecah pekerjaan tersebut dan menyerahkannya kepada subkontraktor. Hal ini disebabkan oleh semakin kompleks suatu pekerjaan konstruksi, sehingga kontraktor utama sebagai pelaksana konstruksi membutuhkan subkontraktor/kontraktor spesialis untuk pekerjaan-pekerjaan tertentu yang membutuhkan keahlian khusus. Untuk dapat melaksanakan kegiatan tersebut harus didukung oleh suatu kerjasama yang diikat dengan subkontrak yang salah satunya mengatur tentang cara pembayaran. Masalah arus kas kontraktor dan subkontraktor terutama disebabkan oleh keterlambatan pembayaran yang sangat mempengaruhi kinerja proyek. Salah satu penyebab keterlambatan proyek adalah keterlambatan pembayaran pemilik proyek kepada kontraktor. Dampak langsung dari keterlambatan pembayaran tersebut bisa menyebabkan keuangan kontraktor tidak sehat sehingga bisa mengakibatkan kinerja kontraktor turun dan proyek dapat terhenti. Selain itu, untuk mengurangi beban keuangan, kontraktor akan menunda pembayaran kepada subkontraktor. Sehingga jika subkontraktor tidak mempunyai modal yang cukup dan keterlambatan berlangsung lama maka dapat dipastikan subkontraktor tersebut akan rugi bahkan bisa bangkrut. Berdasarkan rumusan masalah yang penulis paparkan, tujuan dari penelitian ini adalah untuk mengidentifikasi faktor-faktor yang menjadi dampak keterlambatan pembayaran kontraktor kepada subkontraktor bagi pihak kontraktor dan bagi pihak subkontraktor serta mengidentifikasi faktor paling dominan yang menjadi dampak keterlambatan pembayaran kontraktor kepada subkontraktor bagi pihak kontraktor dan subkontraktor. Studi dilakukan kepada 30 responden yang berasal dari pihak kontraktor dan subkontraktor pada proyek pembangunan jalan tol di area Jabodetabek. Dengan mengunakan metode analisis faktor dengan tingkat dominasi >65% didapatkan hasil bahwa penyebab paling dominan bagi pihak kontraktor adalah penurunan produktivitas dan keterlambatan proyek dan bagi pihak subkontraktor adalah terganggunya kesehatan dan kinerja keuangan perusahaan.
