Abstract

Melonjak nya kasus penularan covid 19 di Indonesia sempat menjadi momok bagi masyarakat. Tenaga kesehatan merupakan salahsatu pihak yang pada saat itu berdiri di garis depan untuk memerangi virus covid 19. Kebijakan seperti PPKM (Pemberlakuan Pembatasan Kegiatan Masyarakat) menjadi upaya pemerintah dalam mengurangi angka penularan covid 19 dinilai ampuh. Meskipun demikian, kebijakan ini nyatanya pada saat itu diberlakukan cukup lama dengan varian level yang berbeda hingga akhirnya pemerintah memberlakukan kebijakan PPKM darurat. Dalam video nya yang bernama #suaratirta:”PPKM darurat efektif?” Dr.Tirta mengkritisi kebijakan PPKM darurat yang dinilai nya tidak efektif. Penelitian ini menggunakan teori encoding-decoding yang berkonsep pada Stuart Hall. Penelitian ini bertujuan untuk menganalisis pemaknaan khalayak pada konten video #suaratirta:”PPKM darurat efektif?” pada chanel Tirta PengPengPeng di media Youtube. Pradigma yang digunakan pada penelitian ini merupakan pradigma konstruktivisme dengan menggunakan analisis resepsi sebagai metode penelitian. Dan menggunakan jenis pendekatan kualitatif. Khalayak pada penelitian ini merupakan mahasiswa Fakultas Ilmu Komunikasi Universitas Mercu Buana yang aktif menggunakan Youtube dan sudah menonton konten video #suaratirta:”PPKM darurat efektif?” di media sosial Youtube. Bedasarkan hasil penelitian ini, dinilai dari pendapat kelima informan terhadap video #suaratirta: “PPKM darurat efektif?” dan posisi kelima informan pada statement “Masyarakat yang terdampak covid 19 harus di-iringi dengan bantuan dari pemerintah” yang berada pada posisi dominan hegemonic dapat disimpulkan bahwa kelima informan menyetujui konteks video #Suaratirta:”PPKM Darurat Efektif?”. Kata Kunci: Analisis Resepsi, Youtube, Konten Video. The surge in COVID-19 transmission cases in Indonesia was once a cause of concern for the public. Healthcare workers were among those who stood at the forefront to combat the COVID-19 virus. Policies such as PPKM (Community Activity Restrictions) were the government's efforts to reduce the spread of COVID-19, which were considered effective. However, this policy was implemented for an extended period with varying levels of restrictions, leading to the eventual enforcement of an emergency PPKM by the government. In his video titled #suaratirta: "Is Emergency PPKM Effective?" Dr. Tirta criticized the emergency PPKM policy, which he deemed ineffective. This research employs the encoding-decoding theory concept developed by Stuart Hall. The study aims to analyze the audience's interpretation of the video content #suaratirta: "Is Emergency PPKM Effective?" on the Tirta PengPengPeng channel on YouTube. The research paradigm used in this study is constructivism, utilizing reception analysis as the research method and employing a qualitative approach. The audience in this study consists of communication science students at Universitas Mercu Buana who actively use YouTube and have watched the video content #suaratirta: "Is Emergency PPKM Effective?" on the social media platform YouTube. Based on the research results, by categorizing the audience into three decoding positions: dominant hegemony, negotiation, and opposition, it is evident that each audience member has their own interpretation of the video #suaratirta: "Is Emergency PPKM Effective?". Judging from the fifth informant's position in the statement "Individuals affected by COVID-19 should be accompanied by government assistance," which falls under the dominant hegemonic position, it can be concluded that all five informants agree with the context of the video #suaratirta: "Is Emergency PPKM Effective?".
