Abstract

There are several problems in transportation one of them is about congestion. Congestion initially started with the planning of the transportation network system that was not oriented towards long-term plans through projected population growth in line with the growth in the number of vehicles. sections and intersections in the next 5 years. MKJI 1997 was used to study the performance of sections and intersections in this study, to study public perceptions the CSI method was used and an instrument in the form of a questionnaire was distributed to 100 respondents. After implementing a one-way system, the performance of the intersection is obtained by the capacity value (C) = 4614,902 pcu/hour, the degree of saturation value (DS) = 0.86, the intersection delay value (D) = 14,38 sec/pcu, the queue opportunity value (QP) %)=29,71% - 58,69%, and the level of service is type "E". on the roads, volume (Q) = 2435.5 pcu/hour, (C) = 5525.52 pcu/hour, (DS) = 0.45, and LOS "C". From the results of the analysis of public perceptions of the one-way system policy, the level of satisfaction of road users already feels "SATISFIED" with existing indicators with a Customer Satisfaction Index value of 71.65% indicating that there are still indicators with small value, namely the statement "Crossing this road makes the distance travel is easier to achieve due to the implementation of the one-way system and the statement "Crossing this road is the best route to shorten travel time due to the implementation of the one-way system". Keywords: Unsignalized intersections, Sectional roads, One-way roads, MKJI 1997, Customer Satisfaction Index Ada beberapa permasalahan dalam transportasi salah satunya adalah tentang kemacetan. Kemacetan pada awalnya dimulai atas perencanaan sistem jaringan transportasi yang tidak berorientasi pada rencana jangka panjang melalui proyeksi pertumbuhan penduduk yang seiring dengan pertumbuhan jumlah kendaraan. Tujuan Penelitian ini adalah untuk memperoleh kinerja ruas dan simpang, mengetahui persepsi masyarakat atas diberlakukannya kebijakan satu arah Jalan Raya Serpong, memprediksi kondisi ruas dan simpang 5 tahun yang akan datang. Untuk mengkaji kinerja ruas dan simpang pada penelitian ini digunakan MKJI 1997, untuk mengkaji persepsi masyarakat digunakan metode CSI dan instrumen berupa kuesioner yang disebar kepada 100 responden. Setelah diterapkan sistem satu arah, kinerja Simpang diperoleh nilai kapasitas (C)= 4614,902 smp/jam, nilai derajat kejenuhan (DS)=0,86, nilai tundaan simpang (D)=14,38 det/smp, nilai peluang antrian (QP%)=29,71% -58,69%. pada ruas jalan diperoleh volume (Q)=2435,5 smp/jam, (C)=5525,52 smp/jam, (DS)=0,45, dan LOS “C”. Dari hasil analisis presepsi masyarakat atas kebijakan sistem satu arah adalah Tingkat kepuasan pengguna jalan sudah merasa “PUAS” terhadap indikator yang ada dengan nilai Customer Satisfaction Index sebesar 71,65% mengindikasikan masih ada indikator yang nilainya kecil, yaitu pada pernyataan melintasi jalan ini membuat jarak tempuh lebih mudah dicapai akibat penerapan sistem satu arah dan pernyataan melintasi jalan ini merupakan rute terbaik untuk mempersingkat waktu tempuh akibat penerapan sistem satu arah.
