Abstract

ABSTRAK Judul : Analisis Karakteristik Parkir Tip Top Rawamangun dan Kinerja Ruas Jalan Balai Pustaka Timur, Nama : Rizky Fauzan Rahim, NIM : 41119310033, Dosen Pembimbing : Sylvia Indriany, S.T., M.T., 2023. Tip Top Rawamangun merupakan salah satu pusat perbelanjaan yang berada di Jalan Balai Pustaka Timur yang memiliki lahan parkir tidak mencukupi untuk pengunjung yang datang, sehingga pengunjung memarkirkan kendaraan pribadinya di badan jalan. Tujuan penelitian ini adalah untuk menentukan karakteristik parkir dan menganalisis pengaruh aktivitas Tip Top Rawamangun terhadap kinerja ruas jalan Balai Pustaka Timur serta memberikan alternatif solusinya. Metode yang digunakan pada penelitian ini adalah dengan melakukan survey langsung pada pukul 08:00 – 22:00 pada hari Selasa dan Minggu. Hasil analisis dari penelitian ini adalah diketahui akumulasi parkir mobil pada hari Selasa dan Minggu melebihi kapasitas parkir yang tersedia dengan akumulasi tertinggi pada hari Minggu pukul 12:00 – 13:00 sebesar 32 kendaraan, tingkat pergantian sebesar 14 – 15 kendaraan dan indeks parkir sebesar 188% serta akumulasi parkir motor pada hari Selasa dan Minggu melebihi kapasitas parkir yang tersedia dengan akumulasi tertinggi pada hari Minggu pukul 17:00 – 18:00 sebesar 203 kendaraan, tingkat pergantian sebesar 12 – 13 kendaraan dan indeks parkir sebesar 164%. Pengaruh terburuk aktivitas Tip Top Rawamangun terjadi pada hari Selasa pukul 17:45 – 18:45 akumulasi parkir > kapasitas parkir tersedia sehingga terjadi aktivitas parkir pada badan jalan yang mengakibatkan kinerja ruas jalan Balai Pustaka Timur memiliki nilai derajat kejenuhan mencapai 0.79 arah menuju selatan dan 0.64 arah menuju utara dengan tingkat pelayanan C dan B. Memiliki kecepatan rata-rata saat survey sebesar 25.90 km/jam dan 32.54 km/jam. Jika tidak adanya aktivitas Tip Top Rawamangun, kinerja jalan Balai Pustaka Timur memiliki nilai derajat kejenuhan turun menjadi 0.34 arah menuju selatan dan 0.32 arah menuju utara dengan tingkat pelayanan A. Sehingga aktivitas Tip Top Rawamangun sangat mempengaruhi kinerja jalan Balai Pustaka Timur. Alternatif solusi yang dapat diberikan adalah dengan memasang rambu dilarang parkir pada saat pukul 12:00 – 13:00 dan 17:00 – 19:00 dan memberlakukan tarif parkir progresif setelah parkir selama 1 jam pertama dan berikutnya supaya dapat membatasi durasi parkir pengunjung. Tip Top Rawamangun is a shopping center located on Balai Pustaka Timur Road which has insufficient parking space for visitors who come, so visitors park their private vehicles on the road. The purpose of this study was to determine the characteristics of parking and to analyze the effect of the Tip Top Rawamangun activity on the performance of the Balai Pustaka Timur road section and to provide alternative solutions. The method used in this study is to conduct a direct survey at 08:00 - 22:00 on Tuesdays and Sundays. The results of the analysis of this study show that the accumulation of car parks on Tuesday and Sunday exceeds the available parking capacity with the highest accumulation on Sunday 12:00 - 13:00 of 32 vehicles, turnover rate of 14 - 15 vehicles and parking index of 188 % and the accumulation of motorbike parking on Tuesday and Sunday exceeds the available parking capacity with the highest accumulation on Sunday at 17:00 - 18:00 of 203 vehicles, turnover rate of 12 - 13 vehicles and parking index of 164%. The worst effect of the Tip Top Rawamangun activity occurs on Tuesday at 17:45 –18:45 accumulated parking > available parking capacity so that parking activities occur on street parking which results in the performance of the Balai Pustaka Timur road section having a degree of saturation reaching 0.79 towards the south and 0.64 direction to the north with service levels C and B. Has an average speed during the survey of 25.90 km/hour and 32.54 km/hour. If there is no Tip Top Rawamangun activity, the performance of the Balai Pustaka Timur road will have a degree of saturation value that drops to 0.34 towards the south and 0.32 towards the north with service level A. So the Tip Top Rawamangun activity greatly affects the performance of the Balai Pustaka Timur road. An alternative solution that can be given is to put up no parking signs at 12:00 – 13:00 and 17:00 – 19:00 and apply a progressive parking fee after parking for the first hour and so on so as to limit the duration of visitor parking.
