Abstract

Losses experienced by service providers in the Rusun Polri Pesing Jakarta Barat Project with a Design and Build contract for the Fix Price in the 2017 Fiscal Year with an duration of 8 months due to several factors, namely expansion, changes in foundation design, and setback time. From the results of the performance of service providers for the construction of the Rusun Polri Pesing Jakarta Barat, it is set for Structure Design, Work Contracts, implementation methods, and the way coordination is taken to be the point of view of the object to be evaluated. The research process begins with the identification of the loss factor along with the things that influence it, then it will be validated to the expert in stage 1. The next discussion will discuss the evaluation results and recommendations according to the author's observations and analysis, starting from the calculation and preparation of work contracts, technical coordination and Communication, Work Methods and Implementation in the field, Design Results Recommendations, and finally the evaluation of the upper structure design. The results of the evaluation and recommendations will be validated again in stage 2 whether it can be applied and has been applied in the field or not. The conclusions obtained from this study are detailed discussion of the constraints and factors of loss experienced by service providers. In addition, the results of the evaluation of recommendations such as the need for additions to the tender team were also discussed in the form of a planning team, Special Management, and a complete organizational structure to avoid multiple positions. In this study also discussed how to control and evaluate the results of the upper structure design, namely the selection of the most efficient dimensions and number of reinforcement without reducing the requirements for strength and stiffness. Kerugian yang dialami penyedia jasa pada Proyek Pembangunan Rusun Polri Pesing Jakarta Barat dengan kontrak Design And Build Lumpsum Fix Price pada Tahun Anggaran 2017 dengan Durasi 8 bulan dikarenakan beberapa faktor yaitu Penambahan Luasan, Perubahan Desain Pondasi, dan kemunduran waktu pelaksanaan. Dari hasil kinerja penyedia jasa atas pembangunan Rusun Polri Pesing Jakarta Barat ditetapkan untuk Desain Struktur, Kontrak kerja,metode pelaksanaan, dan cara koordinasi diambil menjadi sudut pandang obyek yang akan dievaluasi. Proses penelitian diawali dengan Identifikasi faktor kerugian beserta hal-hal yang mempengaruhinya, selanjutnya akan divalidasi kepada pakar pada tahap 1. Pembahasan berikutnya akan dibahas hasil evaluasi dan rekomendasi sesuai pengamatan dan analisis penulis, mulai dari kegiatan Perhitungan Penawaran dan penyusunan Kontrak Kerja, Teknis Koordinasi dan Komunikasi, Metode Kerja dan Pelaksanaan di lapangan, Rekomendasi Hasil Desain, dan yang terakhir evaluasi desain struktur atas. Hasil evaluasi dan rekomendasi tersebut akan divalidasi kembali pada tahap 2 apakah dapat diterapkan dan sudah diterapkan di lapangan atau belum. Kesimpulan yang didapat dari penelitian ini adalah detail pembahasan tetang kendala dan faktor kerugian yang dialami penyedia jasa. Selain itu juga dibahas mengenai hasil evaluasi atas rekomendasi seperti perlunya penambahan pada tim tender berupa tim perencana, Manajemen Khusus, dan struktur organisasi yang lengkap untuk menghindari rangkap jabatan. Pada penelitian ini juga dibahas bagaimana kontrol dan evaluasi hasil desain struktur atas yakni pemilihan dimensi dan jumlah tulangan yang paling efisien tanpa mengurangi persyaratan kekuatan dan kekakuan.
