Abstract

Food security in Boyolali Regency at 83.62% needs to be maintained, considering that the percentage of expenditure per capita per month on food is smaller, namely at 45.59%. However, on the other hand, according to data from the Central Statistics Agency for 2018- 2019, the population growth in Boyolali district has increased, reaching 2.08%. In line with population growth from year to year, the need for food will also increase. In order to maintain food security and realize national food self-sufficiency, this can be done by providing adequate infrastructure, one of which is irrigation buildings that are useful in supplying water needs for agriculture. The Singampon irrigation area is one of the technical irrigation areas which was damaged. Analysis of the performance of the irrigation network in Singampon was carried out to determine the condition of the irrigation network so that it can be used as an evaluation in the management of irrigation water. Analysis of the performance of irrigation networks has the objective of knowing the amount of water flow, water demand and planned discharge as well as the physical condition of irrigation networks in the Singampon Irrigation Area. The research method used is the method of hydraulics and hydrology analysis. Hydraulic analysis is used to directly check the condition of the secondary canal in Singapom in the field by measuring the flow rate at several sample points using the float method. In the hydraulics analysis will get the efficient level and water loss in irrigation canals. Hydrological analysis was carried out using the F.J Mock method to determine the main discharge and water demand. Comparing the debit of water availability with the water demand in the water balance, it can be seen whether the water availability in Singampon DI is fulfilled or not. The calculation results stated that the largest Q50 mainstay discharge occurred in the 2nd week of February, which was 1.897 l/s/ha. Meanwhile, the smallest Q50 discharge was in August 1st and 2nd week, namely 0.00 l/sec/ha. The biggest discharge from the mainstay of Q80 was in the 2nd week of April, which was 1,966 l/s/ha. Meanwhile, the smallest Q80 discharge occurred in the 2nd week of June to the 1st week of October, which was 0.290 l/s/ha. In this case the mainstay discharge during the rainy season is relatively large, but during the dry season it is relatively low. In addition, water during the rainy season is not properly regulated, so water is not stored for irrigation water needs in the dry season. Furthermore, the greatest need for irrigation water occurred in the 2nd week of July, which was 0.713 l/s/ha. Meanwhile, the smallest irrigation water requirement occurred in February 1st week, which was -0.194 l/sec/ha. The results of the water balance written in the form of tables and graphs of the water balance can be concluded that the simulation of the paddy-rice-plants cropping pattern has not been fully fulfilled, so it can be concluded that the rice-rice-plants cropping pattern is not optimal. Furthermore, the results of the analysis of the efficiency of irrigation canals state the value of the efficiency level is 73.7%. So with this value which is more than 60%, it only needs to be carried out periodic maintenance without rehabilitating irrigation networks. Key words: irrigation networks, food security, DI Singampon, F.J Mock Ketahanan pangan di Kabupaten Boyolali di angka 83,62% perlu dipertahankan, mengingat persentase pengeluaran per kapita sebulan makanan lebih kecil, yaitu di angka 45,59%. Namun, di sisi lain menurut data Badan Pusat Statistik 2018-2019 pertambahan penduduk kabupaten Boyolali semakin bertambah hingga mencapai 2,08%. Sejalan dengan pertumbuhan penduduk tahun ke tahun maka kebutuhan pangan juga akan meningkat. Dalam rangka mempertahankan ketahanan pangan dan mewujudkan swasembada pangan nasional dapat dilakukan dengan memberikan prasarana yang memadai salah satunya yaitu bangunan irigasi yang berguna menyuplai kebutuhan air untuk pertanian. Daerah irigasi Singampon merupakan salah satu daerah irigasi teknis yang mengalami kerusakan. Analisis kinerja jaringan irigasi DI Singampon dilakukan untuk mengetahui kondisi jaringan irigasi sehingga dapat dijadikan sebagai evaluasi dalam pengelolaan air irigasi. Analisis kinerja jaringan irigasi memiliki tujuan yaitu mengetahui besarnya debit aliran air, kebutuhan air dan debit rencana serta kondisi fisik jaringan irigasi pada Daerah Irigasi Singampon. Metode penelitian yang digunakan yaitu dengan metode analisis hidrolika dan hidrologi. Analisis hidrolika digunakan untuk memeriksa secara lansgung kondisi saluran sekunder DI Singapom di lapangan dengan melakukan pengukuran debit aliran di beberapa titik sampel menggunakan metode pelampung. Dalam analisis hidrolika akan mendapatkan tingkat efisien serta kehilangan air pada saluran irigasi. Analisis hidrologi dilakukan dengan metode F.J Mock untuk mengetahui debit andalan dan kebutuhan air. Membandingkan debit ketersediaan air dengan kebutuhan air pada neraca air maka dapat diketahui apakah ketersediaan air pada DI Singampon terpenuhi atau tidak. Hasil perhitungan menyatakan bahwa debit andalan Q50 terbesar terjadi pada bulan Februari minggu ke-2, yaitu sebesar 1,897 lt/dtk/ha. Sedangkan debit Q50 terkecil pada bulan Agustus minggu ke-1 dan 2, yaitu 0,00 lt/dtk/ha. Debit andalan Q80 terbesar pada bulan April minggu ke-2, yaitu sebesar 1,966 lt/dtk/ha. Sedangkan debit Q80 terkecil terjadi pada bulan Juni minggu ke2 hingga bulan Oktober minggu ke-1, yaitu sebesar 0,290 lt/dtk/ha. Dalam hal ini debit andalan pada musim penghujan relatif besar, namun pada musim kemarau sendiri relatif rendah. Selain itu air pada musim penghujan tidak diregulasikan dengan baik, sehingga air tidak tersimpan untuk kebutuhan air irigasi di musim kemarau. Selanjutnya, kebutuhan air irigasi terbesar terjadi pada bulan Juli minggu ke-2, yaitu sebesar 0,713 lt/det/ha. Sedangkan untuk kebutuhan air irigasi terkecil terjadi pada bulan Februari minggu ke-1, yaitu sebesar -0,194 lt/det/ha. Hasil imbang air yang dituliskan dalam bentuk tabel dan grafik neraca air dapat disimpulkan bahwa simulasi pola tanam padi-padi-palawija belum terpenuhi sepenuhnya, sehingga dapat disimpulkan pola tanam padi-padi-palawija belum optimal. Selanjutnya, hasil analisis efisiensi saluran irigasi menyatakan nilai tingkat efisiensi sebesar 73,7%. Sehingga dengan nilai tersebut yang lebih dari 60%, maka hanya perlu dilakukan pemeliharaan berkala tanpa melakukan rehabiltasi jaringan irigasi.
