Abstract
The implementation of the Direct Procurement Management Information SystemSIMPeL in the Ministry of Education, Culture, Research and Technology has not been maximized. The purpose of this study is to identify the causative factors and develop recommendations to increase the use of SIMPeL in direct procurement. This study used a survey method with a human, organization, and technology (HOT-Fit) framework. Data analysis used partial least square-structural equation modeling (PLS-SEM). The novelty of this study is the addition of governance index indicators, bureaucratic reform, using root cause analysis (RCA) to identify inhibiting factors, and prioritizing recommendations for improving the use of SIMPeL using interpretive structural modeling (ISM) compared to previous eprocurement studies only to identify critical success factors. or inhibiting factors. The results of the research compile recommendations, upgrade the system by completing the direct procurement template, optimizing the function of its features, integrating SIMPeL with SPSE, and encouraging leaders to optimize the functional assignment of goods and services procurement (JF PPBJ) which in turn encourages users to always use SIMPeL in carrying out direct procurement. Keywords: SIMPeL, Human Organization and Technology (HOT-Fit), PLS-SEM, root cause analysis (RCA), interpretive structural modeling (ISM) Implementasi Sistem Informasi Manajemen Pengadaan Langsung-SIMPeL di Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi belum maksimal. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor penyebab dan menyusun rekomendasi untuk meningkatkan penggunaan SIMPeL dalam melakukan pengadaan langsung. Penelitian ini menggunakan metode survei dengan kerangka kerja human, organization, and technology (HOT-Fit). Analisis data menggunakan partial least square-structural equation modeling (PLS-SEM). Kebaruan dari penelitian ini adalah penambahan indikator indeks tata kelola, reformasi birokrasi, menggunakan root cause analysis (RCA) untuk mengidentifikasi faktor penghambat, dan menyusun prioritas rekomendasi perbaikan penggunaan SIMPeL menggunakan interpretive structural modeling (ISM). Dibandingkan dengan penelitian e-procurement sebelumnya baru mengidentifikasi faktor penentu keberhasilan atau faktor penghambat. Hasilnya, rekomendasi yang diajukan yaitu upgrade sistem dengan melengkapi template pengadaan langsung, mengoptimalkan fungsi fitur-fiturnya, mengintegrasikan SIMPeL dengan SPSE, dan mendorong pimpinan untuk mengoptimalkan penugasan fungsional pengadaan barang dan jasa (JF PPBJ) yang pada giliran mendorong pengguna untuk selalu menggunakan SIMPeL dalam melakukan pengadaan langsung.
