Abstract
The government needs to improve the land transportation infrastructure sector for the success of development. The construction project involves four parties: the Project Owner, Planning Consultant, Supervising Consultant, and Project Contractor. The design and build method is used in the bridge replacement project in Java Island to expedite the process and achieve cost efficiency. PT. BKK, a privately owned construction company specializing in bridge construction, was appointed as the main contractor. The use of the design and build contract is expected to provide a solution for faster realization of work and adherence to technical specifications. The research objective is to determine the ranking of unacceptable risks, the level of impact, and actions that can minimize work delays. This research is deepened through literature studies and expert validation, using a quantitative approach. Based on the results and discussions, eight risks were identified in the project's unacceptable category. These risks affect the project's timeline performance and require risk mitigation to minimize delays. There are three categories of observed risk variables: owner factors, implementation team factors, and external factors. Risk mitigation measures include detailed work itemization, regular meetings with the owner and supervising consultant, payment screening, training and certification, design specification guidance, and socialization with workers and local residents. These risk mitigations are carried out to ensure that the project progresses according to the expected schedule, budget, and quality. Pemerintah perlu meningkatkan sektor prasarana transportasi darat untuk keberhasilan pembangunan. Proyek konstruksi melibatkan 4 pihak, yaitu Pemilik Proyek, Konsultan Perencana, Konsultan Pengawas, dan Kontraktor Pelaksana Proyek. Metode design and build digunakan dalam proyek penggantian jembatan di Pulau Jawa untuk mempercepat proses dan efisiensi biaya. PT. BKK, Badan Usaha Milik Swasta yang bergerak dibidang jasa konstruksi jembatan, ditunjuk sebagai kontraktor utama. Penggunaan kontrak design and build diharapkan dapat memberikan solusi untuk realisasi pekerjaan yang lebih cepat dan sesuai spesifikasi teknis. Tujuan penelitian adalah untuk mengetahui peringkat risiko yang tidak dapat diterima (unacceptable), tingkat dampak, dan tindakan yang dapat meminimalisir keterlambatan pekerjaan. Penelitian ini diperdalam dengan studi literatur dan validasi pakar serta menggunakan pendekatan kuantitatif. Berdasarkan hasil dan pembahasan, ditemukan 8 risiko dengan kategori tidak bisa diterima pada proyek. Risiko-risiko tersebut mempengaruhi kinerja waktu proyek dan memerlukan mitigasi risiko untuk meminimalisir keterlambatan. Ada tiga kategori variabel risiko yang diamati, yaitu faktor owner, faktor tim pelaksana, dan faktor eksternal. Tindakan mitigasi risiko yang dilakukan antara lain melakukan pendetailan item pekerjaan, rapat rutin dengan owner dan konsultan pengawas, screening pembayaran, pelatihan dan sertifikasi, pengarahan spesifikasi desain, serta sosialisasi dengan pekerja dan warga lokal. Mitigasi risiko ini dilakukan untuk memastikan proyek berjalan sesuai jadwal, budget, dan kualitas yang diharapkan.
