Abstract

Housing and settlements are one of the basic human needs that have a strategic role in improving the quality of human resources. At the same time to improve the quality of the living environment in the context of improving and equitable distribution of the people's welfare, the housing and settlement sector grows and develops based on the 1945 Constitution Article 28 letter H, it is stated that "everyone has the right to live in physical and mental dimensions, to have a place to live, and also to have the environment a better and healthier life, right to get health services. "And in accordance with the provisions of Law of the Republic of Indonesia Number 1 of 2011 concerning housing and residential areas, article 3 letter F states" Ensuring the realization of houses that are livable and affordable in a healthy, safe environment. , harmonious, orderly, planned, integrated and sustainable ”. Housing and settlements as a process of human settlement in creating life challenges for the community and for themselves in showing their identity.The construction of flats is an alternative solution to the problem of housing and settlement needs, especially in urban areas where the population continues to increase, because the construction of flats can reduce land use, make open urban spaces wider and can be used as a way to urban rejuvenation for slum areas. According to AP protection, the construction of flats, especially in urban areas, is a must, due to limited land for housing and the higher demand for housing. Keywords: Rusunami, flat houses, modern markets, settlements, housing, energy saving architecture Perumahan dan pemukiman merupakan salah satu kebutuhan dasar manusia yang mempunyai peran strategis dalam peningkatan kualitas sumber daya manusia. Sekaligus untuk menigkatkan mutu lingkungan kehidupan dalam rangka peningkatan dan pemerataan kesejatraan rakyat, bidang perumahan dan pemukiman tumbuh dan berkembang berdasarkan Undang Undang Dasar Tahun 1945 pasal 28 huruf H,dinyatakan “setiap orang berhak hidup sejatra lahir dan batin, bertempat tinggal, dan juga mendapatkan lingkungan hidup yang lebih baik dan sehat berhaka memperoleh layanan kesehatan” .Dan sesuai dengan ketentuan Undang Undang Republik Indonesia Nomor 1 tahun 2011 tentang perumahan dan kawasan permukiman,pasal 3 huruf F menyatakan “Menjamin terwujudnya rumah yang layak huni serta terjangkaunya dalam lingkungan yang sehat, aman, serasi, teratur, terencana, terpadu dan berkelanjutan”. Perumahan dan permukiman sebagai proses bermukim manusia dalam menciptakan tantanan hidup untuk masyarakat dan dirinya dalam menampakkan jati diri.Pembangunan rumah susun merupakan salah satu alternatif pemecahan masalah kebutuhan perumahan dan permukiman terutama di daerah perkotaan yang jumlah penduduknya terus menigkta, karena pembangunan rumah susun dapat mengurangi penggunaan tanah, membuat ruang-ruang terbuka kota yang lebih luas dan dapat di gnakan sebagi salah satu cara untuk peremajaan kota bagi daerah yang kumuh. Menurut AP perlindungan, pembangunan rumah sususn, terutama di wilayah perkotaan merupakan suatu keharusan, sebagi akibat keterbatasnya tanah untuk perumahan tersebut dan permintaan papan yang semakin tinggi.
