Abstract

ABSTRAK Judul : Evaluasi Fasilitas Pejalan Kaki (Studi Kasus Jalan Pasar Senen Kawasan Pasar Senen), Nama: Muhamad Kemal Pasja, NIM: 41117120147, Dosen Pembimbing Widodo Budi Dermawan ST., M.Sc., 2022 Pasar Senen saat ini adalah perpaduan pasar tradisional dan pasar modern. Kawasan tersebut menjadi salah satu wilayah dengan aktivitas pejalan kaki yang cukup aktif. Pejalan kaki yang menggunakan fasilitas pejalan kaki pada Kawasan tersebut tidak hanya dikarenakan sebagai pusat perbelanjaan namun juga menjadi kawasan transit transportasi umum sehingga menjadikan kawasan tersebut ramai dikunjungi pejalan kaki. Namun kondisi di Kawasan Pasar Senen terlihat kumuh dikarenakan kurangnya penataan pada fasilitas pejalan kaki. Jalur pejalan kaki di Kawasan pasar Senen kurang memadai untuk mengakomodasi pergerakan pejalan kaki salah satunya dikarenakan banyaknya pedagang yang menutupi trotoar dan lebar trotoar yang masih tidak konsisten juga mengurangi kenyaman pejalan kaki. Sehingga untuk menghindari hambatan tersebut menyebabkan pejalan kaki menggunakan bahu jalan yang cukup berbahaya. Penelitian ini bertujuan untuk mengetahui lebar efektif trotoar, mengetahui tingkat pelayanan jalur pejalan kaki serta mengetahui nilai walkability di jalur pejalan kaki Kawasan Pasar Senen. Metode penelitian ini menggunakan Peraturan Menteri Pekerjaan Umum Nomor 03/PRT/M/2014 untuk mengetahui lebar efektif serta tingkat pelayanan trotoar dan Walkability index untuk mengetahui penilaian walkability. Jenis penelitian ini adalah penelitian deskriptif kualitatif dalam penilaian terhadap kualitas fasilitas pejalan kaki. Hasil analisis menunjukan bahwa pada jam puncak lebar efektif pada, segmen 1 yaitu 0,3 m sehingga lebar kebutuhan trotoar 2,3 m dari lebar tersedia 1,5 m (tidak memadai) dengan tingkat pelayanan C, sedangkan lebar efektif pada segmen 2 yaitu 2,5 m sehingga lebar kebutuhan trotoar 1,6 m dari lebar tersedia 3,1 m (cukup memadai) dengan tingkat pelayanan A. Fasilitas pejalan kaki di Kawasan Pasar Senen memiliki nilai walkability sebesar 36,38 dimana nilai tersebut termasuk kedalam klasifikasi < 50 yaitu kategori tidak baik untuk berjalan, dengan parameter terendah yaitu parameter ketersediaan fasilitas pendukung dan parameter infrastruktur bagi penyandang disabilitas. The area is one of the areas with quite active pedestrian activities. Pedestrians who use pedestrian facilities in the area are not only because it is a shopping center but also a transit area for public transportation, making the area crowded with pedestrians. However, conditions in the Pasar Senen Area look shabby due to the lack of arrangements for pedestrian facilities. Pedestrian paths in the Senen market area are inadequate to accommodate pedestrian movements, one of which is due to the large number of vendors covering the sidewalks and the inconsistent width of the sidewalks also reduces pedestrian comfort. So to avoid these obstacles, pedestrians use the shoulder of the road which is quite dangerous. This study aims to determine the effective width of pedestrian paths, find out the level of service of pedestrian paths and find out the value of walkability in the pedestrian paths of the Senen market area. This research method uses the Regulation of the Minister of Public Works Number 03 / PRT / M / 2014 to determine the effective width and level of service of pedestrian paths and walkability index to determine the walkability assessment. This type of research is qualitative descriptive research in the assessment of the quality of pedestrian facilities. The results of the analysis showed that at peak hours the effective width at, segment 1 was 0.3 m so that the width of the pavement needs was 2.3 m from the available width of 1.5 m (inadequate) with the level of service level C, while the effective width in segment 2 was 2.5 m so that the width of the pavement needs was 1.6 m from the width of the available 3.1 m (quite adequate) with the level of service service level A. Pedestrian facilities in the Senen market area had a walkability value of 36.38 where the value included into the classification of under 50, namely the category of not walkable, with the lowest parameters being the parameters of amineties and the parameters of disability infrastructure.
