Abstract

The impact of the Covid-19 pandemic which was caused in the construction sector apart from project delays, also in the distribution of construction materials and materials, cutting labor / labor, cutting work hours and even temporary stoppage of work for projects in the red zone. But on the other hand, the domestic construction sector is also experiencing a dilemma because PUPR Minister Basuki Hadimuljono said that in the conditions of the Covid-19 pandemic, construction services will continue to run with reference to the PUPR Minister Instruction Number 2/2020 which was issued on March 27, 2020. This makes the construction sector inevitably have to keep going with various changes to adapt to the pandemic. This is also related to K3 in construction projects which must adapt and be more stringent during the Covid-19 Pandemic according to the minister's instructions. However, based on the results of a survey of workers/builders working on PT XYZ, the level of education of the workers is relatively low so awareness of the importance of K3 is still lacking. The purpose of this study is to identify the ability to apply K3 in the implementation of construction projects in accordance with Ministerial Instruction No. 02/IN/M/2020. This research was conducted to identify OHS risks in all factors related to construction projects during the Covid-19 Pandemic. The data collection method that will be used in this study is a survey and the data collection instrument used is a questionnaire, which will be distributed online and offline. The analytical method is with SPSS (Statitical Product and Service Solution) with a calculation method using a severity index. The results of the study found 5 risk indicators that received high scores, namely Work Standards that did not prioritize health, Danger of not complying with health protocols, Provision of health care facilities, Conducting health programs and K3 procedure regulations. In this category, direct attention to detail is received by the project leader so that project implementation can run well so that risks can be minimized. Dampak Pandemi Covid-19 yang ditimbulkan dalam bidang konstruksi selain keterlambatan proyek, juga dalam distribusi material dan bahan konstruksi, pemangkasan tenaga kerja/buruh, pemangkasan jam kerja bahkan penghentian kerja sementara bagi proyek-proyek yang berada di zona merah. Namun di sisi lain, sektor konstruksi dalam negeri juga mengalami dilema karena Menteri PUPR Basuki Hadimuljono mengatakan pada kondisi pandemi Covid-19, jasa konstruksi terus berjalan dengan mengacu pada Instruksi Menteri PUPR Nomor 2/2020 yang telah diterbitkan pada 27 Maret 2020. Hal ini membuat sektor konstruksi mau tidak mau harus tetap berjalan dengan berbagai perubahan untuk menyesuaikan diri selama pandemi. Hal ini pula berkaitan dengan K3 di proyek konstruksi yang harus beradaptasi dan lebih diperketat pada masa Pandemi Covid-19 sesuai instruksi menteri tersebut. Namun berdasarkan hasil survei para pekerja / tukang yang bekerja di proyek-proyek PT XYZ, tingkat pendidikan para pekerja tergolong rendah sehingga kesadaran akan pentingnya K3 masih kurang. Adapun tujuan penelitian ini adalah mengidentifikasi kemampuan penerapan K3 pada pelaksanaan proyek konstruksi sesuai dengan Instruksi Menteri No. 02/IN/M/2020. Penelitian ini dilakukan untuk mengidentifikasi risiko-risiko K3 pada segala faktor yang berhubungan dengan proyek konstruksi pada masa Pandemi Covid-19. Metode Pengumpulan data yang akan digunakan dalam penelitian ini adalah survey dan instrument untuk pengumpulan data yang digunakan adalah kuisioner, yang akan disebar secara online atau offline. Metode analisis dengan SPSS (Statitical Product and Service Solution) dengan metode perhitungan menggunakan severity index. Hasil dari penelitian didapatkan 5 indikator risiko yang memperoleh nilai yang tinggi yaitu Standar Kerja yang kurang mengutamakan kesehatan, Bahaya tidak mematuhi protokol kesehatan, Penyediaan fasilitas prokes, Melakukan prokes dan Peraturan prosedur K3. Dalam kategori ini mendapatkan respon perhatian langsung secara rinci oleh pimpinan proyek agar pelaksanaan proyek dapat berjalan dengan baik sehingga risiko dapat diminimalisir.
