Abstract

Time effectiveness becomes an important thing and must be considered in the project. This requires project management to be able to schedule properly. Many scheduling methods are available for projects today, but the most recent is the Critical Chain Management (CCPM) method. This research is based on the reason that in practice in a project there are often delays in the completion of work at the planning stage of Toll Road Development. The number of changes in needs by the owner due to events that cannot be predicted beforehand is the main cause at the planning stage. Starting from these problems and phenomena, the researcher conducted this research where the application of the use of Critical Chain Project Management will be carried out to find out the benefits of this method. Next, the researchers conducted a survey of the users of the method for the purpose of obtaining and analyzing the most dominant benefits of the method which have the potential to improve the performance of toll road planning work. This study analyzes the influence of the CCPM implementation factor on the level of time effectiveness as measured by project time management. Quantitative data processing from the questionnaire results used SPSS 26 software. The results obtained were the CCPM method through its application factors affecting the level of effectiveness of the work time of the Fly over Serbaraja Toll Road Project (Serpong-Balaraja). The author also describes the indicators of the CCPM, namely the implementation method, monitoring method, and buffer time. Implementation method and control method variables have no significant effect on time planning in a positive direction (unidirectional) while buffer time has a significant effect on tax planning in a positive direction (unidirectional). This research was also carried out with an analysis using the Microsoft Project which carried out a time planning analysis in the construction of toll road flyovers which resulted in an initial planning time in implementing the construction of toll road flyovers of 520 days which after using the critical chain project management method became 410 days so that there was an acceleration of time. implementation. This is in line with the primary analysis which produces a buffer time which is one of the indicators in the critical chain project management method that influences time planning. Keywords: Critical Chain Management, Time Effectiveness, Fly Over Project Efektivitas waktu menjadi suatu hal yang penting dan harus diperhatikan dalam proyek. Hal ini mengharuskan manajemen proyek dapat melakukan penjadwalan dengan tepat. Banyak metode penjadwalan yang tersedia untuk proyek sekarang ini, namun yang terbaru adalah metode Critical Chain Management (CCPM). Penelitian ini berdasarkan alasan bahwa pada praktiknya di dalam sebuah proyek sering terjadinya keterlambatan penyelesaian pekerjaan pada tahap perencanaan Pembangunan Jalan Tol. Banyaknya perubahan kebutuhan oleh owner akibat kejadian yang tidak dapat diprediksi sebelumnya menjadi penyebab utama pada tahap perencanaan. Bertitik tolak dari permasalahan dan fenomena tersebut, peneliti melakukan penelitian ini dimana akan dilakukan penerapan penggunaan Critical Chain Project Manajemen untuk mengetahui manfaat dari metode tersebut. Selanjutnya adalah peneliti melakukan survei kepada pengguna metode tersebut untuk tujuan mendapatkan dan menganalisis manfaat yang paling dominan dari metode tersebut yang berpotensi untuk memperbaiki kinerja waktu pekerjaan perencanaan pembuatan jalan tol. Penelitian ini menganalisis pengaruh faktor penerapan CCPM terhadap tingkat efektivitas waktu yang diukur dengan time management project. Pengolahan data kuantitatif hasil kuesioner menggunakan software SPSS 26. Hasil yang diperoleh yakni metode CCPM melalui faktor-faktor penerapannya berpengaruh terhadap tingkat efektivitas waktu kerja proyek jalan layang Proyek Jalan Tol Serbaraja (Serpong-Balaraja). Penulispun menjabarkan indicator dari CCPM tersebut yaitu metode pelaksanaan, metode pengawasan, dan buffer time. Variabel metode pelaksanaan dan metode pengawasan berpengaruh tidak signifikan terhadap perencanaan waktu dengan arah yang poositif (searah) sedangkan buffer time berpengaruh signifikan terhadap perencanaan pajak dengan arah yang positif (searah). Penelitian ini pun dilakukan dengan analisis menggunakan Microsoft Project yang melakukan Analisa perencanaan waktu dalam pembangunan jalan layang jalan tol yang menghasilkan dengan perencanaan waktu awal dalam pelaksanaan pembangunan flyover jalan tol sebesar 520 hari yang setelah menggunakan critical chain project management method menjadi 410 hari sehingga ada percapatan waktu pelaksanaan. Hal ini sejalan dengan analisis primer yang menghasilkan buffer time yang menjadi salah satu indicator dalam critical chain project management method berpengaruh dalam perencanaan waktu.
