Abstract

Toll road construction is a form of effort from the government to facilitate the community to carry out mobility both economically and socially. Serpong-Balaraja Toll Road Section 1B is one of the projects to facilitate transportation in the Jabodetabek area, especially Tangerang Regency and South Tangerang City. The construction of Serpong-Balaraja Toll Road Section 1B has a length of 4,695km. In the implementation stage, the project has experienced a work delay of 35.297% og the planned progress. The purpose and objective of writing this Final Project are to determine the factors causing delays in the implementation of the Serpong-Balaraja Section 1B Toll Road Project work ad to determine the dominant factor causing delays in the performance of work in the project. The data collection method is by distributing questionnaires to employees of the implementing contractor then the data will be analyzed using the SPSS version 25 pogram. The study’s results obatined 19 variale indicators of factors causing delays in the implementation of the Serpong-Balaraja Toll Road Project Section 1B. While the most dominant factors based on the results of descriptive statisical analysis areteh first change in design by the owner (X4,2), the second the existence of added work less / CCO (Contract Change Order) (X4.4), the third is uncertain weather during activities (X5.1). Keywords : Delay Analysis, Toll Road, Factors Causing Delay, Dominant Factor of Delay Pembangunan jalan tol adalah bentuk usaha dari pemerintah dalam memudahkan masyarakat agar dapat melakukan mobilitas dengan baik dalam ekonomi maupun sosial. Jalan Tol Serpong-Balaraja Seksi 1B merupakan salah satu proyek untuk memperlancar transportasi di area Jabodetabek khususnya Kabupaten Tangerang dan Kota Tangerang Selatan. Pembangunan Jalan Tol Serpong – Balaraja Seksi 1B memiliki panjang 4.695 km. Dalam tahap pelaksanaannya proyek tersebut telah mengalami keterlambatan pekerjaan sebesar 35,297% dari progres yang direncanakan. Maksud dan tujuan penulisan Tugas Akhir ini adalah untuk mengetahui faktor-faktor penyebab keterlambatan pelaksanaan pekerjaan Proyek Jalan Tol Serpong-Balaraja Seksi 1B dan untuk mengetahui faktor dominan penyebab terlambatnya pelaksanaan pekerjaan dalam proyek tersebut. Metode pengumpulan data yang digunakan yaitu dengan menyebar kuesioner kepada karyawan kontraktor pelaksana kemudian data akan dianalisis dengan menggunakan program SPSS versi 25. Hasil penelitian didapatkan 19 indikator variabel faktor penyebab keterlambatan pada pelaksanaan Proyek Jalan Tol Serpong-Balaraja Seksi 1B. Sedangkan faktor yang paling dominan berdasarkan hasil analisis statistik deskriptif yaitu yang pertama terjadinya perubahan design oleh owner (X4.2), yang kedua adanya pekerjaan tambah kurang/CCO (Contract Change Order) (X4.4), kemudian yang ketiga cuaca yang tidak menentu pada saat aktivitas (X5.1).
