Abstract
Transportation is the main mode used by the society to mobilize either the goods or even the passengers in the economic activities, DKI Jakarta’s population highly got their own daily activities which makes the mobility in some of Road’s Segment occurred high traffic issue, especially the capitol area. In this existing condition, the Government gives their best giving an alternative in the travel distribution that shown a comfort to the society, such as providing the mass public transport which reliable, safe, and comfortable such as Bus Rapid Transit, Mass Rapid Transit, and Electric Rail Train (KRL) however still considering the the limitation policy the use of private vehicle with the scheme of Even-Odd regulation on some Road’s Segment Protocol and the center area. To put the standard on achieving the alternative occurred the Efficiency along with the Effectivity of Odd-Even Operational and Mass Public Transport of Mass Rapid Transit (MRT) the Roads Segment Performance as well as the Analyzation of the Phase II Route Development. This research solved the problem using secondary data collection method as the comparison data to the primary data of the traffic which collected by all the data of the traffic. For the analyzation on the mobility pattern using the combination method which connect the quantitative and qualitative methods which collected by doing interview, questionnaire and observation. Collecting the sample randomly also the calculating the samples is using the formula with the approach method by Frank Lynch. The result of this research is the analyzation of the performance of Road’s Segment which already done the vehicle volume by traffic performance which appeared to be highly significant, such as in the street of Jenderal Sudirman decrease into 3.020 smp/hour. As for the amount on the user shifting from using the private vehicles into the public transport around 52%. It shown indirectly that the limitation of vehicles using the scheme of Odd-Even has the massive impact on the choice of choosing the mass public transport MRT. Keywords: The Odd-Even Operational, Mass Rapid Transit (MRT) Transportasi merupakan alat urat nadi yang digunakan oleh masyarakat untuk kegiatan pendistribusian barang dan penumpang dalam terselenggaranya kegiatan ekonomi, DKI Jakarta memiliki penduduk beraktivitas cukup tinggi yang mengakibatkan distribusi perjalanan pada beberapa ruas jalan mengalami kemacetan terutama di area pusat kegiatan. Sejalan kondisi ini Pemerintah terus mencoba memberikan altenatif dalam distribusi perjalanan yang nyaman bagi masyarakat antara lain penyediaan angkutan umum masal yang handal, aman, dan nyaman yaitu angkutan Bus Rapid Transit, Mass Rapid Transit, dan Kereta Rel Listrik (KRL) dengan diimbangi kebijakan pembatasan penggunaan kendaraan pribadi dengan skema ganjil-genap pada beberapa ruas jalan protocol dan area pusa pusat kegiatan. Untuk mengukur keberhasilan alternatif yang telah disediakan terebut maka dilakukan penelitian ini yang bertujuan mengetahui Efisiensi dan Efektivitas Operasional Ganjil Genap dan Angkutan Massal Mass Rapid Transit (MRT) Terhadap Kinerja Lalu Lintas Serta Analisa Pengembangan Rute Fase II. Dalam penelitian ini pemecahan masalah menggunakan metode mengumpulkan data skunder sebagai data pembanding data primer kinerja lalu lintas yang didapatkan dari olahan data pencacahan lalu lintas. Sedangkan untuk Analisa pola distribusi perjalanan meggunakan metode kombinasi menghubungkan metode penelitian kuantitatif dan kualitatif dimana sumber data diperoleh dari hasil wawancara, kuisoner dan observasi. Teknik pengambilan sampel dengan menggunakan random serta perhitungan sampel akan menggunakan rumus dengan pendekatan metode Frank Lynch. Peneliatian ini menghasilkan analisa yang telah dilaksanakan kinerja lalu lintas perubahan volume kendaraan sangat segnifikan, seperti Jalan Jenderal Sudirman turun menjadi 3.020 smp/jam. Sedangkan untuk jumlah pengguna yang beralih dari pengguna angkutan pribadi beralih menggunakan angkutan umum sebesar 52%. Hal ini secara tidak lansung pembatasan kendaraan dengan skema ganjil genap berpengaruh dalam pemilihan moda menggunakan angkutan massal MRT.
