Abstract

Keterbukaan informasi publik merupakan ciri penting negara demokratis yang menjunjung tinggi kedaulatan rakyat untuk mewujudkan penyelenggaraan negara yang baik. Pelaksanaan keterbukaan informasi badan publik termasuk Kementerian Koordinator Bidang Pembangunan Manusia dan Kebudayaan (Kemenko PMK) diatur oleh UU No. 14 Tahun 2008. Bahwa wajib membuka akses informasi publik kepada masyarakat kecuali beberapa informasi tertentu. Pengelolaan keterbukaan informasi publik ini juga berhubungan dengan model komunikasi yang digunakan. Penelitian ini bertujuan menganalisis proses pengelolaan keterbukaan informasi publik oleh humas Kemenko PMK pada tahun 2020-2021. Metode penelitian ini menggunakan metode studi kasus dengan pendekatan kualitatif dan paradigma post-positivisme. Hasil penelitian yang diperoleh yaitu, pada tahun 2020 humas Kemenko PMK dalam menjalankan keterbukaan informasi publik belum dikelola secara sistematis dan komunikasi menggunakan model Informasi Publik (Public Information Model). Sedangkan pada tahun 2021 pengelolaan keterbukaan informasi publik melalui tahapan perencanaan, pengorganisasian, aktualisasi, pengawasan dan komunikasi menggunakan model simetris dua arah (Two Way Symmetrical Model). Selain wajib membuka informasi publik juga harus segera memberikan feedback atas pengaduan dan permintaan informasi yang diminta masyarakat baik secara offline maupun online. Kata Kunci: Komunikasi, Informasi, Publik Openness of public information is an important feature of a democratic state that upholds people's sovereignty to realize good state administration. The management of public information disclosure is also related to the communication model used. This study aims to analyze the process of managing public information disclosure by the PR of Kemenko PMK in 2020-2021. This research method uses a case study method with a qualitative approach and a post-positivism paradigm. The research results obtained were that in 2020 the public relations of Kemenko PMK in carrying out public information disclosure had not been managed systematically and communication used the Public Information Model. Whereas in 2021 the management of public information disclosure will go through the stages of planning, organizing, actualizing, monitoring and communicating using a two-way symmetrical model (Two Way Symmetrical Model). Apart from being required to disclose public information, they must also immediately provide feedback on complaints and requests for information requested by the public, both offline and online.
