Abstract

Transjabodetabek Reguler is bus public transport services provided by Perum PPD specifically to meet the transportation needs of the Jabodetabek community with the Pondok Cabe – Pasar Senen Route. In the implementation of the Regular Transjabodetabek operation of the Pondok Cabe Pasar Senen Route, tariff adjustments are needed for the right service users due to the pandemic in Indonesia. With the pandemic conditions, there are several government policies, one of them is implementation of physical distancing in public transportation which changes the operation of public transportation. The purpose of this study is to determine the appropriate tariff from the operator and user side with current conditions. This study used two data collection techniques, which are primary data derived from direct surveys related to service operations and questionnaires to passengers with a total respondents as much 100 passangers. For tariffs from the operator's side, used the calculation of Vehicle Operating Costs based on the Decree of the Director General 687 of 2002 and the calculation of tariffs from the user side the calculation of Ability to Pay and Willingness to Pay used. The calculation results from the operator's side with an average of Rp. 64,268, while for the tariff from the user side with an average ATP of Rp. 13,907 and WTP of Rp. 10. 200. Keywords: Transjaboetabek Regular Tayek Pondok Cabe – Pasar Senen, Vehicle Operating Costs, Ability to Pay, Willingness to Pay, Tariffs Transjabodetabek Reguler adalah layanan angkutan umum bus yang disediakan oleh Perum PPD khusus untuk memenuhi kebutuhan transportasi masyarakat Jabodetabek dengan Trayek Pondok Cabe – Pasar Senen. Di dalam penyelenggaraan operasional Transjabodetabek Reguler Trayek Pondok Cabe Pasar Senen, diperlukan penyesuaian tarif untuk pengguna jasa yang tepat karena sedang terjadi pandemi di Indonesia. Dengan kondisi pandemi, terdapat beberapa kebijakan pemerintah salah satunya adalah penerapan physical distancing di angkutan umum yang merubah operasional angkutan umum. Tujuan penelitian ini ialah untuk mengetahui tarif yang sesuai dari sisi operator dan user dengan kondisi saat ini. Penelitian ini menggunakan dua teknik pengumpulan data yaitu data primer yang berasal dari survei langsung ke lapangan terkait dengan operasional layanan dan penyebaran kuesioner ke penumpang dengan jumlah responden sebanyak 100 orang. Untuk tarif dari sisi operator menggunakan perhitungan Biaya Operasional Kendaraan yang berdasarkan SK Dirjen 687 Tahun 2002 dan perhitungan tarif dari sisi user menggunakan perhitungan Ability to Pay dan Willingness to Pay. Hasil perhitungan dari sisi operator dengan rata-rata Rp. 64.268, sedangkan untuk tarif dari sisi user dengan rata rata ATP sebesar Rp. 13.907 dan WTP sebesar Rp. 10.200.
