Abstract
The need for a new railroad network in Indonesia in 2030 will reach 13,000 km. Currently, Indonesia only has 46.15% of the railroad tracks, which is 6,000 km long. Meanwhile, the delay in completing railroad works in the world is 37.98% and the average cost overrun is 45%. To overcome this delay, the researchers used the M-PERT method, and to overcome cost overrun using Earned Value Analysis (EVA). From the analysis of the factors that influence the time and cost control of railroad works using the M-PERT and Earned Value Analysis (EVA) methods, , obtained the most influential factors namely ,Scheduling activities can be completed on time, Monitor cut & fill, Working Methods for Distribution, Excavator selection, Can combine project activities, Provides early warning signals of performance problems, Predictors for the final cost of the project, , Identify and document project risks, Periodic Cost Performance Index, Activity duration distribution, The resulting tool is accurate but not complicated From the case study analysis process, it is proven that the application of the M-PERT time prediction is still more accurate at 98.44% (127 days), EVA of 96.11% (124 days), PERT 94.57% (122 days) with the actual settlement in the field of 129 days. Meanwhile, the application of Earned Value can predict costs of 21,687,281,757. Keywords: Railroad Construction, Earned Value Analysis, Pert , Manual Pert. Kebutuhan akan jaringan rel kereta api baru di indonesia pada 2030 nanti mencapai 13.000 km. Saat ini Indonesia baru memiliki 46,15 % jalur rel kereta api yaitu sepanjang 6.000 km. Adapun keterlambatan penyelesaian pekerjaan jalan rel di dunia sebesar 37,98 % dan cost overrun rata-rata 45 %. Untuk mengatasi keterlambatan tersebut maka peneliti menggunakan metode M-PERT,dan untuk mengatasi cost overrun menggunakan Earned Value Analysis ( EVA) .Dari analisa faktor-faktor yang berpengaruh dalam pengendalian waktu dan biaya pekerjaan jalan rel kereta api dengan metode M-PERT dan Earned Value Analysis ( EVA) ,diperoleh faktor-faktor yang paling berpengaruh yaitu Penjadwalan dalam kegiatan dapat selesai tepat waktu, Monitor cut & fill , Metode Kerja untuk Distribusi, Pemilihan exavator, Dapat menggabungkan kegiatan proyek, Memberikan sinyal peringatan dini masalah kinerja ,Prediktor untuk biaya akhir proyek , Identifikasi dan mendokumentasikan risiko proyek, Indeks Kinerja Biaya berkala , Pendistribusian durasi aktifitas ,Alat yang dihasilkan akurat tetapi tidak rumit . Dari proses analisa studi kasus terbukti bahwa penerapan prediksi waktu M-PERT masih lebih akurat sebesar 98,44 % (127 hari), EVA sebesar 96.11 % (124 hari), PERT 94.57 % (122 hari) dengan penyelesai aktual dilapangan 129 hari. Sementara itu penerapan Earned Value dapat Memprediksi Biaya sebesar 21.687.281.757. Kata Kunci : Konstruksi Jalan Rel, Earned Value Analysis, Pert, Manual Pert .
