Abstract

ABSTRAK Judul: Analisis Waktu Tempuh Perjalanan Di Ruas Jalan Tol Dalam Kota Kelapa Gading – Pulo Gebang Dengan Metode MKJI Dan Speed Choice Analysis, Nama: Arief Cahya Purnomo, NIM: 41117320003. Dosen Pembimbing: Widodo Budi Dermawan S.T., M.Sc, 2021 Peningkatan dan perkembangan Wilayah DKI Jakarta berimplikasi pada meningkatnya kebutuhan penduduk, sehingga bertambah pula kebutuhan perjalanan dan mobilitas yang tinggi berupa peningkatan aktivitas pergerakan orang dan barang dalam satu wilayah atau kota. Pemprov DKI Jakarta telah melakukan upaya pembangunan 6 Ruas Jalan Tol Dalam Kota di Wilayah DKI Jakarta guna untuk mengurangi polemik kemacetan yang dilaksanakan secara bertahap yakni tahap 1 sepanjang 31,2 km yang terdiri dari 3 Seksi. Salah satu dari 3 Seksi pada tahap 1, yakni Seksi A Pembangunan Jalan Tol Dalam Kota Kelapa Gading – Pulo Gebang sepanjang 9,3 km. Penelitian ini bertujuan untuk menentukan nilai waktu tempuh perjalanan, gambaran kondisi ruas serta dampak kemacetan pasca beroperasinya ruas Jalan Tol Dalam Kota di Wilayah DKI Jakarta Seksi A Kelapa Gading – Pulo Gebang. Metodologi yang digunakan adalah melakukan pengumpulan data guna mendapatkan data primer dan sekunder dengan menggunakan metode MKJI dan metode Speed Choice Analysis untuk menghitung nilai waktu tempuh, kinerja ruas jalan berdasarkan geometrik jalan dan kondisi pada masa PPKM. Berdasarkan analisa MKJI didapatkan waktu tempuh 6 menit, dan dengan analisa speed choice didapatkan waktu tempuh berkisar 7 menit. Berdasarkan evaluasi analisa kinerja ruas jalan tol didapatkan kapasitas 6,624 smp/jam dengan level of service pada kategori B untuk arah Pulo Gebang dan level of service pada kategori A arah Kelapa Gading dengan perhitungan arus lalu lintas pada puncak sibuk sore hari. Dari hasil analisis didapatkan bahwa pasca jalan tol beroperasi dapat mengurangi kemacetan pada jalan eksisting yakni Jalan Boulevard Barat Raya, Kelapa Gading dengan adanya peralihan volume kendaraan sebesar 61% sehingga level of service berubah dari kategori C ke kategori B. The increase and development of the DKI Jakarta area have implications for the increasing needs of the population so that the need for travel and high mobility will also increase in the form of increased activities for the movement of people and goods in one area or city. The DKI Jakarta Provincial Government has made efforts to build 6 Inner City Toll Roads in the DKI Jakarta Region to reduce congestion polemics which will be carried out in stages, namely phase 1 along 31.2 km consisting of 3 sections. One of the 3 sections in phase 1, namely Section A of the construction of the Kelapa Gading – Pulo Gebang Inner Toll Road with a length of 9.3 km. This study aims to determine the value of travel time, a description of the condition of the segment, and the impact of congestion after the operation of the Inner City Toll Road in the DKI Jakarta Region Section A Kelapa Gading - Pulo Gebang. The methodology used is to collect data to obtain primary and secondary data using the MKJI method and the Speed Choice Analysis method to calculate the value of travel time, road segment performance based on road geometry and conditions during the PPKM period. Based on the MKJI analysis, the travel time was 6 minutes, and with the speed choice analysis, it was found that the travel time was around 7 minutes. Based on the evaluation of the performance analysis of the toll road section, a capacity of 6,624 pcu/hour was obtained with a level of service in category B for the Pulo Gebang direction and level of service in category A for the Kelapa Gading direction with the calculation of traffic flow at the peak of the busy afternoon. From the analysis, it is found that after the toll road operates, it can reduce congestion on the existing road, namely Jalan Boulevard Barat Raya, Kelapa Gading with a 61% shift in vehicle volume so that the level of service changes from category C to category B Keywords: Travel Time Value, Road Capacity, Level Of Service, MKJI 1997, Speed Choice Analysis
