Abstract

A traffic accident is an event that occurs on an unexpected and unintentional road due to an error in the traffic-forming system involving humans and vehicles, resulting in human casualties or property loss. The purpose of this study was to determine the location of the black spot with the Upper Control Limit (UCL) method, to determine the characteristics of the accident, the relationship between road performance and accidents, and solutions to overcome or prevent accidents on the Percetakan Negara Road, Jakarta. Of the 22 accident points, they are grouped into 9 road segments with the 9th segment identified as the black spot location because the Accident Equivalent Number (AEN) is 33, higher than the Upper Control Limit (UCL) number which is 23,259. The results of the Infrastructure Deficiency Audit show that the Road Geometric Deficiency in road width and sidewalk width has a risk value of 210, so it is included in the Moderately Dangerous (CB) category. In Deficiency of Road Equipment Facilities, road signs have a risk value of 200 to 400 so it is included in the Dangerous (B). The results of the road section performance analysis show that the direction of Rawasari to Salemba has a degree of saturation of 0.605 and 0.667 for the opposite direction, the Level of Service for the State Printing Road is at level B, the higher the Level of Service of a road, the higher the number of accidents and vice versa. Keywords: road accident, black spot, AEN, UCL Kecelakaan lalu lintas merupakan suatu peristiwa yang terjadi di jalan yang tak terduga dan tidak disengaja akibat adanya kesalahan pada sistem pembentuk lalu lintas yang melibatkan manusia dan kendaraan sehingga mengakibatkan korban manusia atau kerugian harta benda. Tujuan dari penelitian ini adalah untuk mengetahui lokasi black spot dengan metode Upper Control Limit (UCL), mengetahui karakteristik kecelakaan, hubungan kinerja jalan dengan kecelakaan serta solusi untuk mengatasi atau mencegah terjadinya kecelakaan di ruas jalan Percetakan Negara, Jakarta. Dari 22 titik kecelakaan dikelompokkan menjadi 9 segmen jalan dengan segmen ke9 teridentifikasi sebagai lokasi black spot dikarenakan Angka Ekivalen Kecelakaan (AEK)-nya sebesar 33, lebih besar dibanding angka Upper Control Limit (UCL)-nya sebesar 23,259. Hasil Audit Defisiensi Infrastruktur menunjukkan bahwa Defisiensi Geometrik Jalan pada lebar jalan dan lebar trotoar memiliki nilai risiko sebesar 210, sehingga masuk ke dalam kategori Cukup Berbahaya (CB). Pada Defisiensi Fasilitas Perlengkapan Jalan, rambu-rambu jalan memiliki nilai risiko sebesar 200 sampai 400 sehingga masuk ke dalam kategori resiko Berbahaya (B). Hasil analisis kinerja ruas menunjukkan arah Rawasari ke Salemba memiliki derajat kejenuhan sebesar 0,618 dan 0,681 untuk arah sebaliknya, maka Level of Service jalan Percetakan Negara berada di tingkat B, semakin tinggi Level of Service suatu jalan semakin tinggi jumlah kecelakaan begitupun sebaliknya.
