Abstract

The development of airport services and infrastructure, especially at Soekarno-Hatta Airport, which is the number 1 largest airport in Indonesia, naturally requires adequate supply of main power supplies and is equipped with reliable backup power supplies, with the maintained supply of power supplies can facilitate the process of movement in the Soekarno-Hatta Airport environment. Hatta and of course can provide the best facilities to Soekarno-Hatta Airport users. With the increasing number of passengers each year, Soekarno Hatta Airport is undergoing massive expansion and is quite massive. With so many facilities being developed, the electricity needs will also increase. To keep it reliable, Soekarno Hatta Airport has improved the Medium Voltage subscription electricity service to become a High Voltage subscription service by building its own substation using 150 kV GIS (Gas Insulated Switchgear) technology. In meeting the increasing power demand, the construction of the 150 kV GIS Sub GI is a solution believed to have more economic value, because according to the B to B agreement between PT Angkasa Pura II (Persero) and PT. PLN (Persero) regarding a lower tariff than the medium voltage subscription service, which is Rp. 1051.74. This can have an impact on the company's finances, because at lower rates. Based on the results of calculations using the Discounted Cash Flow (DCF) method, namely the determination of the price of electricity tariffs based on the results of a joint agreement in B to B, as well as the analysis that has been done in this study, obtained the results that the difference in electricity bills Medium Voltage and High Voltage is quite high. Example bills in December 2019 and January 2020 get a difference of ± Rp1, 9 billion. The payback period (payback period) is the payback period (payback period) that is for 10 years 2 months occurred in 2030. So Soekarno Hatta Airport can streamline the budget related to the payment of electricity bills every month. So it can be concluded that the construction of Sub GI GIS can increase efficiency and use of electrical energy at Soekarno Hatta Airport. Keywords: Soekarno-Hatta Airport, GIS, DCF Berkembangnya pelayanan dan infrastruktur bandara khususnya di Bandara Soekarno-Hatta yang merupakan bandara terbesar nomor 1 di Indonesia tentunya membutuhkan suplai catu daya utama yang cukup dan dilengkapi dengan catu daya cadangan yang handal, dengan terjaganya suplai catu daya dapat mempermudah proses pergerakan pada lingkungan Bandara Soekarno-Hatta dan tentunya dapat memberikan fasilitas terbaik kepada pengguna Bandara Soekarno-Hatta. Dengan meningkatnya jumlah penumpang setiap tahunnya, Bandara Soekarno Hatta melakukan ekspansi besar-besaran dan cukup massif. Dengan banyaknya fasilitas-fasilitas yang sedang dikembangkan, maka kebutuhan kelistrikan juga meningkat. Untuk menjaga tetap handal, Bandara Soekarno Hatta meningkatkan layanan kelistrikan berlangganan Tegangan Menengah menjadi layanan berlangganan Tegangan Tinggi yaitu dengan membangun Gardu Induk sendiri yang menggunakan teknologi GIS 150 kV (Gas Insulated Switchgear). Dalam memenuhi permintaan daya yang terus meningkat tersebut, pembangunan Sub GI GIS 150 kV menjadi solusi yang diyakini memiliki nilai keekonomian lebih, karena sesuai kesepakatan B to B anatara PT Angkasa Pura II (Persero) dan PT. PLN (persero) mengenai tarif yang lebih murah dari layanan berlangganan tegangan menengah yaitu sebesar Rp. 1051,74. Hal tersebut dapat berdampak kepada keuangan perusahaan, karena dengan tarif yang lebih murah. Berdasarkan hasil perhitungan menggunakan metode Discounted Cash Flow (DCF) yaitu penentuan harga tarif listrik berdasarkan hasil kesepakatan bersama secara B to B, serta analisa yang telah dilakukan pada penelitian ini, Diperoleh hasil bahwa perbedaan selisih tagihan listrik Tegangan Menengah dan Tegangan Tinggi cukup tinggi. Contoh tagihan pada bulan Desember 2019 dan Januari 2020 mendapatkan selisih ± Rp1,9 miliar lebih. Waktu pengembalian investasi (Payback Period) waktu pengembalian investasi (payback period) yaitu selama 10 tahun 2 bulan terjadi pada tahun 2030. Dengan begitu Bandara Soekarno Hatta dapat mengefisiensikan anggaran terkait pembayaran tagihan listrik setiap bulannya.Sehingga dapat disimpulkan bahwa pembangunan Sub GI GIS dapat meningkatkan efisiensi dan pemakaian energi listrik di Bandara Soekarno Hatta.
