Abstract

The increasing development of traffic volume is not balanced with the pace of infrastructure development. The large number of vehicles operating on the road is sometimes not followed by the awareness of road users to obey traffic signs or respect each other. Road users tend to be still indifferent to traffic safety behavior, both traffic violations and the physical and mental unpreparedness of road users themselves. This is what makes the human factor the highest cause of traffic accidents compared to vehicle factors and road or environmental factors. This causes a traffic problem and requires serious handling. Considering that the losses incurred were very large, in the form of injuries to victims of death, as well as losses in terms of material. This study discusses the problem of traffic accidents that occurred on Jalan Sultan Iskandar Muda. The purpose of this study was to analyze the characteristics of accidents, accident-prone locations, accident-prone locations, and factors causing accidents on the road. The types of data used are primary data and secondary data. Primary data obtained from field observations where the data in the form of road conditions, environmental conditions, and road complementary facilities. While secondary data was obtained from the Ditlantas Polda Metro Jaya in the form of accident data for 2019 - 2021. The method used to identify traffic accidentprone locations was the Accident Equivalent Number (AEK) method, Upper Control Limit (BKA) and Upper Control Limit (UCL). Based on the results of the analysis of accidents on Jalan Sultan Iskandar Muda in 2019-2021, the classification of accident characteristics that affect the high traffic accidents on the road is obtained. Based on the severity of the accident victims, namely minor injuries as many as 41 people (63%), the location of the incident was on the bend road as many as 19 incidents (40%), the day of occurrence, namely weekdays (Monday-Friday) as many as 28 incidents (58%), the time of occurrence namely during the day (06.00-11.59) as many as 13 events (27%). the number of vehicles involved is a single accident as many as 30 incidents (63%), the type of vehicle involved is a motorcycle as many as 43 vehicles (63%), the age of the perpetrator is 17-25 years as many as 17 people (35%), the owner's SIM is a driver's license C as many as 17 people (35%), the sex of the perpetrators is male as many as 39 people (81%). Accident prone locations are in segment 3, namely STA 1+000 to STA 1+500. There are 4 accident-prone locations, namely the Gandaria City Underpass (6 incidents), in front of Gandaria City (4 incidents), Bungur Underpass (3 incidents), and near the Kebayoran Lama Bungur busway stop (3 incidents). The factors that cause accidents are human, road, and environmental factors. Keywords : characteristics, traffic accidents, blackspot, AEK, BKA, UCL. Meningkatnya perkembangan volume lalu lintas tidak seimbang dengan laju pembangunan infrastrukturnya. Banyaknya jumlah kendaraan yang beroperasi di jalan terkadang tidak diikuti dengan kesadaran pengguna jalan untuk mentaati rambu-rambu lalu lintas atau saling menghormati sesama pengguna jalan. Pengguna jalan cenderung masih acuh terhadap perilaku keselamatan berlalu lintas baik pelanggaran lalu lintas maupun ketidaksiapan fisik dan mental pengguna jalan itu sendiri. Hal inilah yang menjadikan faktor manusia sebagai penyebab tertinggi terjadinya kecelakaan lalu lintas dibanding dengan faktor kendaraan dan faktor jalan atau lingkungan. Hal tersebut mengakibatkan suatu masalah lalu lintas dan membutuhkan penanganan yang serius. Mengingat kerugian yang terjadi sangat besar, berupa jatuhnya korban luka hingga korban meninggal dunia, maupun kerugian dari segi material. Pada penelitian ini dibahas mengenai masalah kecelakaan lalu lintas yang terjadi di Jalan Sultan Iskandar Muda. Tujuan dari penelitian ini adalah untuk menganalisis karakteristik kecelakaan, lokasi rawan kecelakaan, lokasi titik rawan kecelakaan, dan faktor penyebab kecelakaan di ruas jalan tersebut. Jenis data yang digunakan adalah data primer dan data sekunder. Data primer didapat dari observasi lapangan dimana data berupa kondisi jalan, kondisi lingkungan, dan fasilitas pelengkap jalan. Sedangkan data sekunder didapat dari Ditlantas Polda Metro Jaya berupa data kecelakaan tahun 2019 - 2021. Metode yang digunakan untuk mengidentifikasi lokasi rawan kecelakaan lalu lintas adalah metode Angka Ekivalen Kecelakaan (AEK), Batas Kontrol Atas (BKA) dan Upper Control Limit (UCL). Berdasarkan hasil analisis kecelakaan di ruas Jalan Sultan Iskandar Muda tahun 2019-2021 didapatkan klasifikasi karakteristik kecelakaan yang mempengaruhi tingginya kecelakaan lalu lintas di jalan tersebut. Berdasarkan tingkat keparahan korban kecelakaan yaitu luka ringan sebanyak 41 orang (63%), lokasi terjadinya yaitu di jalan tikungan sebanyak 19 kejadian (40%), hari terjadinya yaitu hari kerja (senin-jumat) sebanyak 28 kejadian (58%), waktu terjadinya yaitu siang hari (06.00-11.59) sebanyak 13 kejadian (27%), jumlah kendaraan yang terlibat yaitu kecelakaan tunggal sebanyak 30 kejadian (63%), jenis kendaraan yang terlibat yaitu sepeda motor sebanyak 43 kendaraan (63%), usia pelaku yaitu 17 - 25 tahun sebanyak 17 orang (35%), kepemilikan SIM pelaku yaitu SIM C sebanyak 17 orang (35%), jenis kelamin pelaku yaitu laki – laki sebanyak 39 orang (81%). Lokasi rawan kecelakaan terletak di segmen 3, yaitu STA 1+000 s/d STA 1+500. Lokasi titik rawan kecelakaan ada 4 titik yaitu di Underpass Gandaria City (6 kejadian), depan Gandaria City (4 kejadian), Underpass Bungur (3 kejadian), dan dekat halte busway Kebayoran Lama Bungur (3 kejadian). Faktor penyebab kecelakaan yaitu faktor manusia, jalan, dan lingkungan. Kata kunci : karakteristik, kecelakaan, blackspot, AEK, BKA, UCL.
