Abstract

Time delays and cost overruns for a project are often a problem in construction activities. This is closely related to risk management and related to the main objectives of the project, namely in terms of time and cost. The existence of proper risk management can be used as a treatment to minimize the impact that occurs due to risks to the project so that the project can run according to the planned budget, the expected quality and especially the project is completed on the planned time. In this study, the instruments used were supporting literature or references, questionnaires, and interviews. The data obtained will be processed by the Cochran Q-Test test to select the project risk variables that occur in the project, and will be analyzed using the Severity Index (SI) method to obtain the results of a combination of probability and impact assessments on the cost and time aspects of the project. There are 7 risk factors that cause delays in terms of cost and time that occur in the construction project of the Intensive Work Flats. The risks that occur, namely, management risk, material and equipment risk, implementation risk, and financial risk have different levels. These risk factors are: Inaccuracy of cost estimates (1.99%), design changes by owner (0.25%), delays in material delivery (1.34%), natural/weather conditions (2.19%), disasters (35.61%), untimely payment methods (34.68%) and cash flow congestion (23.94%). Keterlambatan waktu dan adanya pembengkakan biaya (Over budged) suatu proyek merupakan hal yang sering menjadi masalah dalam kegiatan konstruksi. Hal ini sangat berkaitan dengan manajemen risiko serta berkaitan dengan sasaran utama proyek yaitu dari segi waktu dan biaya. Adanya manajemen risiko yang tepat dapat dijadikan suatu penanganan untuk meminimalkan dampak yang terjadi akibat adanya risiko pada proyek sehingga proyek dapat berjalan sesuai dengan anggaran yang direncanakan, mutu yang diharapkan serta khususnya proyek selesai pada waktu yang telah direncanakan. Dalam penelitian ini, instrumen yang digunakan adalah literatur atau referensi pendukung, kuisioner, dan wawancara. Data yang didapatkan akan diolah dengan uji Cochran Q-Test untuk memilih variabel risiko proyek yang terjadi pada proyek, dan akan dianalisis dengan menggunakan metode Severity Index (SI) untuk mendapatkan hasil kombinasi penilaian probabilitas dan dampak terhadap aspek biaya dan waktu proyek. Terdapat 7 faktor risiko yang menyebabkan keterlambatan dari segi biaya dan waktu yang terjadi pada proyek pembangunan Rumah Susun Padat Karya. Risiko yang terjadi yaitu, risiko manajemen, risiko material dan peralatan, risiko pelaksanaan, dan risiko finansial memiliki level yang berbeda-beda. Faktor-faktor risiko tersebut yaitu : Ketidaktepatan estimasi biaya (1,99%), perubahan desain oleh owner (0,25%), keterlambatan pengiriman material (1,34%), keadaan alam/cuaca (2,19%), bencana (35,61%), cara pembayaran yang tidak tepat waktu (34,68%) dan kemacetan arus kas (23,94%) Kata Kunci: Risiko, Biaya dan Waktu, Cochran Q-Test, Severity Index (SI).
