Abstract

Jalan Pembangunan 3 – Jalan Bouraq, Tangerang City is the main access road connecting Tangerang City with Banten. This road section is often congested by traffic jam due to the large number of side obstacle activities such as the entry and exit of vehicles which might hinder traffic flow. This study aims to determine the current performance of Jalan Pembangunan 3 – Jalan Bouraq, measured based on capacity, degree of saturation, speed, travel time and level of service. The data required to evaluate the performance of Jalan Pembangunan 3 – Jalan Bouraq is primary data in the form of geometric road data, side obstacle data, traffic survey data during peak hours which are considered to be representative by the Traffic Counting survey method calculation and the use of survey vehicles to acquire speed data and actual travel time. As well as secondary data in the form of a map of the location and population, and using the urban road segment analysis procedure which refers to (MKJI 1997). Based on the results of the analysis and calculations that have been done, it can be concluded that the performance of Jl. Pembangunan 3 at maximum flow (peak hours) has a level of service (LOS) of C or stable, and analysing the existing performance of the intersection at Jalam Pembangunan 3 – Jalan Bouraq produced a level of service (LOS) of F, so it is necessary to find alternative solutions for the operation of the intersection at Jalan Pembangunan 3 – Jalan Bouraq in an effort to ensure that the intersection may operate better. Based on the results of the alternative intersection solutions, the factors influencing the performance of the signalised intersection at Jalam Pembangunan 3 – Jalan Bouraq, namely by prohibiting the operation of heavy vehicles from 5:00 to 22:00 hours, a 3-phase change, and widening the road at each leg of the intersection by 1 meter. These results have been proven to be able to increase the level of intersection service to LOS of C. It means that the signalised intersection planning indicates that the alternative problem solving is successful and better than the existing one. Keyword : Delay, Level of Service, Degree of Saturation Jalan Pembangunan 3 – Jalan Bouraq, Kota Tangerang merupakan jalan akses utama yang menghubungkan Kota Tangerang dengan Banten, pada ruas jalan ini sering kali diwarnai oleh kemacetan lalu lintas yang disebabkan banyaknya aktivitas hambatan samping seperti keluar masuk kendaraan yang dapat menghambat pergerakan arus lalu lintas. Studi ini bertujuan untuk mengetahui kinerja ruas Jalan Pembangunan 3 – Jalan Bouraq saat ini, di ukur berdasarkan kapasitas, derajat kejenuhan, kecepatan, waktu tempuh dan tingkat pelayanan (Level of Services). Data yang diperlukan dalam melakukan evaluasi kinerja Jalan Pembangunan 3 – Jalan Bouraq adalah data primer yaitu berupa data geometrik jalan, data hambatan samping, data hasil survey lalu lintas pada jam – jam sibuk yang di anggap dapat mewakili dengan metode survey perhitungan arus lalu-lintas (Traffic Counting) dan penggunaan kendaraan survey untuk mendapatkan data kecepatan dan waktu tempuh aktual. Serta data sekunder berupa peta lokasi dan jumlah penduduk. Dan menggunakan prosedur analisis ruas jalan perkotaan yang mengacu pada (MKJI 1997). Berdasarkan hasil analisa dan perhitungan yang telah dilakukan maka dapat diambil kesimpulan kinerja ruas Jl. Pembangunan 3 pada arus maksimum (jam sibuk) memiliki Level Of Service (LOS) C atau cukup baik dan pada kinerja eksisting simpang Jalam Pembangunan 3 – Jalan Bouraq setelah dilakukan analisa didapatkan Level Of Service (LOS) F, sehingga diperlukannya kajian alternatif solusi operasi simpang Jalan Pembangunan 3 – Jalan Bouraq dalam upaya agar simpang tersebut dapat beroperasi lebih baik. Berdasarkan hasil dari alternatif solusi simpang, faktor-faktor yang berpengaruh terhadap kinerja simpang bersinyal Jalan Pembangunan 3 – Jalan Bouraq yaitu dengan melarang kendaraan berat beroperasi jam 05.00 – 22.00, perubahan 3 fase, dan pelebaran jalan 1 meter di setiap kaki simpang. Hasil tersebut terbukti dapat meningkatkan tingkat pelayanan simpang menjadi LOS C. Berarti perencanaan simpang bersinyal alternatif pemecahan masalah berhasil dan menjadi lebih baik dari yang ada.
